The Property Management Division (PMD) is responsible for providing comprehensive facilities management through the capital and operating budget process.

The Property Management Division falls within the Commercial Vehicle Enforcement Bureau and consists of three sections, the Facilities Section, the Fleet Section, and the Supply Section.

Requirements

WSP is currently seeking a Construction Project Coordinator 2 to join the Property Management Division in Tumwater, WA.

The Facilities Section is responsible for capital planning, projects, and maintenance for all WSP buildings representing approximately 1 million square feet, including leases; purchases; maintenance and janitorial; renovations and repairs. In addition, Facilities supports over 2,200 employees and over 200 facilities statewide. This section provides maintenance for all communication towers including electrical and generator work. The Facilities Section is also responsible for the maintenance of 63 weigh stations across the state in coordination with Commercial Vehicles Division, and also maintains the WSP’s security and lock system.

This position is responsible for project management of remodels, new construction, replacement projects, Capital, and agency funded projects, using outside contractors or agency personnel.

Management responsibilities for a project start with the initial planning and go throughout to the end of the warranty period. Projects are not limited to buildings.

They can be fencing, paving, or overlaying of parking lots, HVAC replacement, tower erection, overseeing of local contractors and sub-contractors, etc.

  • Collaborating with staff, facility users, and clients to develop and score of work, design/review plans, develop cost estimates/budget, and correct specifications and drawings, and schedule assigned projects not requiring a consultant.
  • Managing consultant selection, design, building, and construction process for agency projects to ensure compliance with plans, regulations, and scheduling. Provide architectural services and advice to project managers and supervisors.
  • Developing and administering construction performed under the Limited Public Works process.

    Processes, develops, and works with Enterprise Applications and Services(EA&S) to administer construction contracts performed under the Small Public Works process to included: confirming and tracking request for bids, insurance of request for bids, aware of contact to contractor, notice to proceed, change order work, contract apprentice, ist warranty work, documentation of project records, notification to regulatory agencies, project closeout to include processing and tracking of contractor payments both standard and retainage, confirmation of compliance to retainage requirements.

    Writing specifications as well as understanding and integrating; written and oral directions, and specifications and plans.

    The position deals tactfully and positively with other architects, engineers, clients and users, contractors, vendors, management, and others to complete projects on schedule, within budget, and in accordance with contract documents.

  • Works with Facilities Management staff, consultants EA&S project managers, and users and clients to develop and score of work, budget, and specifications, prepare drawings and solutions for existing agency facility renovations (roof repairs), space planning, and schedule for assigned projects.
  • Reviews and monitors construction contract process through all phases to include issuance of requests or bids, awareness of contact to contractor, notice to proceed, change order work, contract acceptance, list, and warranty work.

    This position maintains documentation of project records, notification of regulatory agencies, project closeout to include processing and tracking of contractor payments both standard and retainage, and confirmation to compliance to retainage requirements.

    Qualifications

    Required Qualifications:
    • A Bachelor's degree in architecture, engineering or building construction AND one year of relevant professional experience.
      OR
      Two years of construction administration experience.
      OR
      One (1) year experience as a Construction Project Coordinator 1, AND four years of experience in the Construction field.
    • Must possess basic computer skills, including AutoCAD.
    • Must possess general knowledge of construction theories, including but not limited to plumbing, electricity, carpentry, floor coverings, roofing, irrigation, welding, laminate/tile work, locks and access control/security systems, sheet rocking, painting, weight distribution, space layout/design and other construction and maintenance trades.
    • Must be able to facilitate, coordinate and organize projects from inception through completion with minimal direction. Orchestrate timing with vendors, contractors, clients, etc. to ensure projects are completed on time, within scope and within budget.
    • Must be able to creatively resolve issues and make independent decisions in the best interest of the State Patrol.
    • Must possess a valid Washington State Driver’s license.
