Job Description

Summary

This job involves overseeing construction projects for the Navy, from planning and budgeting to ensuring contracts are followed and projects stay on time and within budget.

It supports vital facilities for U.S. forces and allies overseas.

Key Requirements

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Performing administrative work to provide material, services, equipment, and contract support for construction projects; 2) Negotiating and administering construction contracts to ensure specifications and quality assurance are in compliance; 3) Oversee maintenance and construction projects (e.g., estimating, planning, execution) to provide quality, timeliness, and cost effectiveness of facilities maintenance projects and services; and 4) Utilizing the principles, methods, and tools of quality assurance, quality control, process improvement, and reliability used to ensure that a project, system, or product meets requirements and standards.

  • You will oversee project studies, designs, and construction schedules to ensure changes are concurrent with mission objectives and operational requirements.
  • You will develop procurement plans to meet life-cycle support needs (e.g., definition, analysis, design, development, integration of subsystems, modifications, field evaluation, final acceptance, follow on support).
  • You will monitor acquisition plans, contracts, or the performance of participating acquisition resource managers (PARMS) against established benchmarks.
  • You will analyze project performance data to solve operational problems in support of program goals and objectives.
  • You will manage project execution to ensure adherence to performance, cost, schedule, and deliverables throughout the life of the project.
  • You will serve as a project management expert to interact with personnel (e.g., program stakeholders, end-user organizations, program leadership, resource sponsors) in resolving programmatic or interoperability issues.
  • You will negotiate with an administrative contracting officer on program requirements, changes, deviations, discrepancies, and contract modifications.
