Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is in the Southern California Area Office, Vandenberg AFB located in either Vandenberg AFB, Los Angeles, Corona or Palmdale.

Specialized Experience: One year of specialized experience which includes1) reading and interpreting vertical/ horizontal building construction plans and specifications, submittals, and shop drawings AND 2) general construction contract administration.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Major Duties:

  • Serves as Senior Construction Control Representative and Contracting Officers Representative (COR)for job site construction control of contract work for assigned military construction, civil works, or Work for Others (WFO) construction programs.
  • Keeps up to date on all policy changes or updates to the EM-385-1-1, RMS 3.0 and other Engineering Regulations associated with construction and quality assurance.
  • Applies an empiric knowledge of engineering principles, methods, and techniques employed in various construction trades and crafts, in performing, directing, and supervising on-site construction control and inspection work.
  • Construction projects managed include HTRW; detention facilities for alien hard core criminals and foreign felons; waste water treatment and distribution; utilities; security systems; dormitories; prefabricated buildings; levees, etc.
  • Determines whether all materials and equipment to be incorporated into finished job meet plans and specifications and whether contractor's proposed substitutions of materials and equipment are equal to those called for in specifications.
