Job Description

Summary

This job involves monitoring contractors who handle stocking, cleaning, and other services in a military grocery store to ensure everything meets quality standards and follows the rules.

You'll inspect work, check schedules, and report issues to keep the store running smoothly.

It's a good fit for someone with retail or grocery experience who likes hands-on oversight and attention to detail in a fast-paced environment.

Full Job Description

Serves as the Commissary Contractor Monitor in a Defense Commissary Agency (DeCA) location.

The primary purpose of this position is to Conduct quality assurance inspections and contract surveillance duties of specified commissary stocking, order-writing, custodial, receiving, holding and/or other contracted services performed in a commissary.

You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date.

Your resume must clearly show that you have one (1) year of specialized experience equivalent to at least the GS-05 grade level.

Experience can be under other Federal service pay systems, private sector, or military.

Examples of qualifying experience: Conducting quality assurance inspections and contract surveillance duties specified commissary or retail grocery contract services.

Applying retail grocery store administration policies and procedures as they relate to established contracts. Monitoring vendors and or contractors in a retail setting to ensure proper inventory.

You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade.

You must have served 52 weeks at the next lower grade level to be eligible for promotion. See the Required Documents section to learn what documents are necessary to show you meet this requirement.

The next lower grade level for this position is GS-05.

Current civilian employees must have completed at least 90 days of federal civilian service since their latest nontemporary appointment from a competitive referral certificate, known as time after competitive appointment.

For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens." You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Physical requirements: (1) The work requires some physical exertion to include long periods of standing, walking in commissary stores and storage areas, and recurring bending, crouching, stooping, stretching, reaching or similar activities.

Conducts quality assurance inspections and contractor surveillance.

Provides comments and recommendations for additions, deletions, or changes to contractor services to ensure compliance with DeCA directives.

Approves or rejects contractor's work schedule and checks work for quality and timeliness.

Maintains the store's allocations program by such duties as designating to the contractor proper item shelf locations when shelf tags are missing or otherwise not identifiable.

Advises commissary or contracted order writers. Acts as the commissary manager's representative during the night time hours to ensure government property is secure.
