Job Description

Summary

This job involves inspecting commercial vehicles and drivers to ensure they follow state and federal safety rules, checking for things like vehicle weight, hazardous materials, and driver sobriety on highways and at sites across West Virginia.

Officers also investigate complaints, review company records, and prepare reports that could lead to legal action.

Key Requirements

  • Ability to conduct vehicle and driver inspections, including North American Uniform standards
  • Experience or training in handling hazardous materials, drug/alcohol checks, and enforcement of size, weight, and load regulations
  • Willingness to perform road checks and on-site inspections statewide, with exposure to hazardous conditions

The Public Service Commission has established a salary range of $40,402 to $64,028 for this classification.


County of Vacancy: Statewide

Number of Vacancies: 3

Employee will assist in the enforcement of Chapters 11, 17 and 24A of the West Virginia Code, the rules and regulations for motor carrier transport of passengers and property and the Federal Department of Transportation Safety Regulations.

Employee will assist or support other utilities inspectors in the performance of the following duties: Conduct North American Uniform Vehicle and Driver inspections to enforce compliance with state and federal safety and economic laws and regulations with US DOT regulation and all laws of the State of West Virginia governing size, weight and load.

Conduct road checks on federal, state and municipal highways and on-site inspections of commercial vehicles and regulated motor carriers.

Work involves routine exposure to hazardous material haulers including checking for proper bill of lading, placards and the safety of driver. Check the driver and vehicle for drugs and alcohol.

Conduct investigations of economic complaints, informal and formal complaints, secures evidence, make recommendations in reports seeking enforcement action in a court of law.

Perform safety reviews by examining motor carrier records, personnel and vehicles to ensure compliance with all safety regulations adopted by the US DOT by the Public Service Commission of WV.

Direct the enforcement of certain parts of Chapters 11 and 17 of the WV Code. Prepare reports and correspondence related to work. Maintain related appropriate records.

Correspond with the public on a regular basis with regard to Commerce Commission, PSC and Chapters 11 and 17 of the WV Code. Perform related work as required.

Qualifications

Training: High school diploma or the equivalent.

Special Requirement: A valid driver's license. In accordance with W.Va. Code § 30-29-5, a West Virginia Commercial Vehicle Enforcement Officer must be a certified officer or certifiable in one of the manners specified in the Code and thereafter must maintain law enforcement certification in accordance with guidelines set forth by the Law Enforcement Training Committee. Commercial Vehicle Enforcement Officers must have successfully completed the required commercial motor vehicle inspection courses mandated by the National Training Center of the Federal Motor Carrier Safety Administration within twenty-four (24) months of employment. Failure to successfully complete coursework mandated by the National Training Center of the Federal Motor Carrier Safety Administration constitutes cause for discharge as set forth in W.Va. Code § 29-6-10(12).
