Summary

Full Job Description

The St. Louis County Assessor's Office is seeking a Commercial Modeler to coordinate the research, review and validation of real estate sales data and perform statistical studies for market information and mass appraisal to estimate fair market value of commercial, industrial and complex residential properties.

The typical starting salary range will be $74,401.60 annually depending on the candidate's qualifications and experience as well as budgetary considerations.

An additional $2.00 per hour is offered for Missouri Certified Residential or Licensed Real Estate Appraisers, and $4.00 per hour for Missouri Certified General Real Estate Appraisers.

Requirements

Essential Function Examples:
  • Review and analyze sales and lease information validated by appraisal analysts to ensure correct data in statistical models used to generate values, and research and analyze market data.
  • Apply statistical analysis and appraisal skills to cost data to develop, interpret and calibrate models of market behavior based on the physical and economic characteristics and selling price of properties sold.
  • Categorize and evaluate sales and leasing information to determine accuracy. Review and analyze data as part of the process to develop and maintain sufficient quality statistical information used for reports and comparison models.
  • Respond to inquiries with property owners, corporate officers, builders, tax representatives and the general public to collect information, following policies and procedures to estimate appraised values or in response to inquiries. or complaints.
  • Coordinate with appraisal supervisory staff to arrive at appropriate values.
  • Resolve technical, complex or unusual problems.
  • Ensure that values comply with established standards used by the State Tax Commission of Missouri and the International Association of Assessing Officers (IAAO).
  • Apply statistical techniques such as OLS regression to the analysis of physical and economic property characteristics to predict fair market values.
Marginal Function Examples:
  • Defend values and procedures during appeals with the Board of Equalization and State Tax Commission, including statistical support and testimony.
  • Perform other duties as required or assigned.

Qualifications

Candidates must meet one of the following:
  • Master's degree or higher in a statistics-focused field such as political science, economics, data science, or biostatistics
  • Bachelor's degree or higher in a statistics-focused field such as political science, economics, data science, or biostatistics; and at least one year of relevant experience
  • At least five years of experience in real estate appraisal

Advanced degree strongly preferred.

Desirable Qualifications:
  • 2+ years of experience working with large, complex datasets to generate predictions using statistical analyses such as OLS regression
  • 2+ years of experience reading and writing scripts using the R programming language
  • Familiarity with other statistical or related programming languages, especially SQL
  • Experience using GIS data and software, such as ArcGISPro
  • Real estate data modeling experience

Additional Information

SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.

The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above.

The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment.

After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire.

Candidates have 3 days to complete the required questionnaire.

The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.

All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment.

Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
