Key Requirements

About the opportunity:This position is part of the Cloud Enablement Services unit within the Computing Services Division (CSD), which delivers enterprise productivity, collaboration and identity services that support secure, efficient and connected government operations across Washington state.

The Cloud Enablement Manager reports to the Assistant Director of Computing Services.

As the Cloud Enablement Manager you will be responsible for delivering, optimizing and securing enterprise collaboration and identity services.

Requirements

Some of what to expect with this role:

  • Establish long-term goals, service roadmaps, and enterprise alignment strategies that support WaTech’s mission and statewide digital government initiatives.
  • Oversee daily operations and performance of Productivity and Identity services to ensure reliability, performance and compliance with enterprise standards
  • Develop and manage measurable Key Performance Indicators (KPIs), and Objectives and Key Results (OKRs) that demonstrate progress, service health and customer value.
  • Define statewide direction for enterprise collaboration, productivity and identity technologies, ensuring alignment with WaTech’s pillars of collaboration, customer experience and operational excellence.
  • Implement change and incident management procedures, coordinate risk mitigation and disaster recovery activities, and enforce security and configuration baselines across all platforms.
  • Collaborate and align with key service partners, including Small Agency Services, on product changes, operational dependencies and service requests.
  • Develop and implement strategies to increase service adoption, improve satisfaction and grow value across agencies.
  • Manage biennial budgets and multiple cost-recovery centers, ensuring expenditures align with service performance and fiscal policy.
  • Collaborate with Finance and Customer Relations teams to ensure billing accuracy, cost recovery, and transparency in license distribution.
  • Collaborate with vendors, business partners, and internal teams to ensure recovery procedures are tested annually, documented and aligned with statewide continuity standards.

Qualifications

Here’s what we’re looking for:

  • Twelve (12) years of experience in enterprise technology services, including productivity, collaboration, identity or cloud-based platforms. This experience must include:
    • Five years of experience with:
      • Sponsoring, planning or managing enterprise IT initiatives or service portfolios.
      • Leading or supervising professional IT staff, including responsibility for performance management, workforce planning and team development.
      • Managing or delivering Microsoft 365 or equivalent productivity and collaboration platforms (Teams, Exchange Online, SharePoint Online, OneDrive, Intune or Entra ID).
    • Four years of experience with technology procurement, licensing, or vendor management in a cost-recovery or shared-service environment
    • Three years of experience with developing or tracking KPIs, OKRs, or other performance frameworks to measure operational outcomes and service growth.
  • A bachelor’s degree in information technology, computer science, business administration, or a related field may substitute year-for-year for up to four years of the required experience


Preference may be granted to applicants with the following:

  • Enterprise service delivery management and lifecycle governance.
  • Workforce identity and access management platforms (Enterprise Active Directory, Entra ID, Azure AD).
  • Microsoft licensing, fiscal modeling and cost optimization practices.
  • Customer and business partner engagement for cross-agency collaboration and service growth.
  • Business continuity and disaster recovery (DR) coordination, including participation in DR scoping and validation.
  • Data-driven operational analysis and reporting (Power BI, ServiceNow metrics, or equivalent).
  • Application of Lean, ITIL, or OCM methodologies to drive operational improvement.
  • Master’s degree in information technology, business administration, or public administration.
  • Professional certifications, such as:
  • Microsoft certified: Enterprise Administrator Expert, Security Administrator, or Identity and Access Administrator Associate.
  • ITIL Foundation or higher-level ITSM certification
  • Prosci Certified Change Practitioner (OCM)
  • Lean Six Sigma Green Belt
  • Azure Fundamentals, or equivalent cloud platform certification
  • Experience in government or large-scale shared service environments, particularly involving enterprise productivity, collaboration or identity solutions.

Additional Information

Telework: This position is authorized to telework, though it may have periodic onsite requirements, currently anticipated to be at least quarterly.
