The Department of Transportation is seeking to hire a Clerical Assistant 3 in Tioga County. In this position, you will serve as the primary timekeeper for the County Office staff, including entering payroll, researching time discrepancies, and resolving payroll-related issues.

Requirements

In this position, you will serve as the primary timekeeper for the County Office and act as the main point of contact for all time, attendance, and payroll matters.

You will provide guidance and training to employees, supervisors, and managers on timekeeping policies and procedures, ensure the accuracy and completeness of payroll records, and coordinate closely with both county and district offices to resolve issues and maintain compliance with established rules and guidelines.


Key Responsibilities:

  • Function as the primary timekeeper for the County Office.
  • Serve as the primary contact for field staff regarding time, attendance, and payroll issues.
  • Provide guidance to employees, supervisors, managers, and others on timekeeping matters.
  • Educate employees on time and payroll guidelines, policies, and procedures.
  • Deliver training as needed on payroll coding and completion, call time, overtime, holidays, standby time, higher class pay, leave codes, equipment, materials, and related topics.
  • Act as the primary county contact and district liaison for all time and payroll issues.
  • Prepare leave balance reports and verify that all employee e-payrolls are saved in a completed status.
  • Ensure equipment payrolls are retained with supervisor approval in accordance with record retention requirements.
  • Confirm that leave requests are complete, accurate, and properly documented.
  • Review payroll outputs to ensure payments align with applicable pay rules, policies, and procedures.
  • Notify employees of payroll errors and provide clear instructions on the nature of the issue, steps for resolution, and any impacts.
  • Prepare reports on leave usage to support year-end quota adjustments and periodic quota compensation actions.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You will not have the option to telework in this position.
  • Salary: Selected candidates who are new to employment within the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $40,685.00 (before taxes).

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Clerical Assistant 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of moderately complex clerical experience; or
  • An equivalent combination of experience and training.
