The Department of Transportation is seeking a Civil Engineer to join our team in Dauphin County.
In this role, you will support the District Environmental Manager by applying engineering principles to ensure that design, construction, and maintenance activities comply with all state, federal, and local environmental laws and regulations.

In this role, you will apply engineering principles and practices to develop and review engineering drawings, calculations, designs, and analyses to ensure they align with permit applications and support the resolution of environmental issues.
You will also review and assess the environmental impacts of proposed and existing transportation facilities, including effects on landforms, water quality, land use, cultural resources, socio-economic factors, scenic rivers, wetlands, threatened and endangered species, erosion and sedimentation controls, air quality, and noise.You will perform environmental analyses and prepare or review technical reports related to hazardous and residual waste, wetland and waterway investigations, and threatened and endangered species.
In addition, you will review—and occasionally prepare—studies on natural resources, pollution control, environmental health, population statistics, land use, recreational facilities, and other areas required for environmental clearance.Your responsibilities will also include conducting research on the potential environmental impacts of planned transportation projects on natural, physical, social, economic, and cultural resources, as well as on waste management, pollution prevention, and community and recreational facilities.
Fieldwork is an important component of this role and may include wetland identification and delineation, threatened and endangered species surveys, Phase I waste investigations, construction waste and borrow site evaluations, erosion and sedimentation control assessments, and post-construction monitoring.
You will assist construction and maintenance personnel in resolving environmental issues as they arise.You will help develop project environmental mitigation measures and enter commitments into the Environmental Commitments and Mitigation Tracking System (ECMTS).
Coordination with project managers and consultants following environmental clearance is essential, as is preparing contract documents and specifications related to environmental resource protection and waste management.
You will also participate in preparing and reviewing scopes of work, technical and price proposals, and work-hour estimates.This role requires establishing and maintaining liaison with federal, state, and local environmental agencies.
You will attend public meetings, meetings with public officials, environmental agency sessions, plan displays, and other community or educational events.
You will review and provide comments on plan display materials and participate in scoping field views, ensuring information is communicated effectively to stakeholders.Throughout project development, you will provide support and guidance during design, pre-construction, and construction meetings.
You will assist in developing environmental commitments and track mitigation items through the project lifecycle, including preparation of contract bid packages.
Additional responsibilities include supporting waste management and environmental remediation efforts involving releases of regulated substances to soil and groundwater, as well as providing environmental guidance and DEP permit assistance to District staff.

In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.
If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.
