In this position, you will engage in a comprehensive 12-month training program.
This period is designed to equip you with the skills necessary for the Civil Engineer Trainee role and to effectively support the goals of the Waterway and Wetlands Program.
You will perform visual site inspections and investigations effectively, implement environmental regulations, and accurately read and interpret plans and specifications in order to bring sites into compliance.
You will also need to prepare comprehensive technical analyses, reports, and permits in conformance with Department regulations, policies and procedures.
Specifically, your responsibilities will include determining and reviewing permits, as required, specific to Chapters 102, 105 and 106.
You will review erosion and sediment (E&S) pollution control plans and NPDES permit applications related to stormwater discharges from construction activities and Water Obstruction and Encroachment (WO&E) permit applications for their completeness and technical adequacy, ensuring adherence to program standards and the inclusion of all required documentation.
Additionally, you will investigate and collect relevant background information, and identify property owners using State and County mapping resources to support responses to enforcement cases or inquiries related to program permit requirements.

Work Schedule and Additional Information:
Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week.
In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.
If you are unable to telework, you will have the option to report to the headquarters office in Wilkes Barre, PA. The ability to telework is subject to change at any time.
