Full Job Description

Assists Budget Director in analyzing and preparing the City Council’s annual operating and capital Budget by performing administrative and research work to create and evaluate the implementation of the Operating, Capital, and Community Development Block Grant (CDBG) budgets. Develops, compiles, and analyzes information on City operations and budget implementation; performs policy analyses; monitors City fiscal operations and accounts. Provides fiscal analysis on all legislation introduced in City Council. Assists Director to assure fiscal compliance using best practices are followed.

Qualifying Requirements:
Your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will receive notice of your eligibility status via email.

WORK EXPERIENCE: The application must clearly show four (4) years of full-time, professional management in a government finance and or budgeting role. (Less than full-time experience will be calculated on a pro-rated basis.)

EDUCATION/TRAINING: The application must clearly show a Bachelor’s Degree from a fully accredited institution in Public Finance, Management, Administration, or a closely related field. (See NOTE under General Application Requirements regarding education/training verification.)

EQUIVALENCY: Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position, based on the sum of work experience and education/training listed above. The Total Qualifying Requirement is eight (8) years. (See NOTE under General Application Requirements regarding education/training verification.)

Additional Information

  • Reviews, analyzes, and monitors the fiscal operations of Departments, Authorities, and other program areas.
  • Completes cost-benefit analyses of departmental and City Council Office proposals.
  • Prepares invoices submitted by departments and checks for accuracy and compliance for Council approval
  • Analyzes fiscal and operational impacts.
  • Assists the director in monitoring all legislative activity and fiscal accounts in the city.
  • Analyzes and reports on the financial impact of legislation to the Council Budget Director and/or Council/Council staff.
  • Monitors and projects departmental expenditures (including payroll) and revenue collections.
  • Analyzes fiscal and operational policies affecting revenues and expenditures.
  • Gathers and analyzes information and statistical data for a variety of reports and surveys.
  • Assists the director in the annual budget process, through scheduling, to analyzing the Mayor’s proposal, presentation of the initial overview, assisting members and staff in creating amendments, as well as creating the final annual budget document utilizing several different software platforms.
  • Maintains records and prepares accurate reports, correspondence, legislation, etc., utilizing financial, database, and spreadsheet software applications (e.g., JD Edwards, Access, Excel, etc.).
  • Reviews contracts and analyzes their financial impact.
  • Compiles, evaluates information regarding departmental operations, and performs fiscal analysis as needed.
  • Writes legislation or assists in writing legislation and amendments of a fiscal nature.
  • Handles inquiries from City-wide Departments, the public, and outside agencies regarding legislative and budgetary processes and schedules.
  • Attends Operating and Capital budget meetings and public hearings.
  • Maintains and manages City Council’s CDBG allocations and the Neighborhood Needs allocations.
  • Assists in the production of budget documents.
  • Performs all clerical duties for Council’s Budget Office, such as typing, filing, recordkeeping, scheduling, requisitions, and proofreading, as well as other related tasks and duties as assigned or required.
  • Provides fiscal analyses on proposals as directed.
  • Manages area of responsibility in strict accordance with applicable laws, regulations, and established policy, including union agreements, to ensure fair and standardized treatment of employees.
  • Assists Council Members and Council staff with legislative analysis and preparation, financial inquiries, and general assistance.
  • Performs the tasks and duties of the Internal Accounts Monitor on an as-needed basis.
  • Performs activities and functions other related tasks and duties that are assigned or required by the Director or Members.
