This role involves leading a team's efforts to ensure a city's water and wastewater systems meet all local, state, and federal environmental rules, including monitoring quality, handling permits, and dealing with regulatory agencies.
It also includes supervising staff, guiding high-level decisions on compliance issues, and researching new regulations to keep operations safe and legal.
A good fit would be someone with strong leadership experience in environmental compliance, a relevant science or engineering background, and a passion for protecting public water resources.

Education and Experience: Bachelor’s Degree or higher in Environmental, Chemical, or Civil Engineering, Environmental Science, Biology, Microbiology, Chemistry, or a related field and seven (7) years of experience in maintaining water quality related compliance with state and federal environmental protection regulations, including three (3) years in a management or supervisory capacity.
Licenses and Certificates: Valid Texas Class “C” Driver’s License or equivalent from another state by time of appointment.
Under administrative direction, manage, oversee, direct and coordinate the Utility’s water and wastewater regulatory and compliance programs.
Manage the Utility’s water and wastewater regulatory and compliance programs.
Involves: Develop and manage regulatory and compliance programs to ensure environmental protection, regulatory compliance, and water quality protection.
Develop and implement effective practices to ensure effective water quality monitoring and compliance with local, state, and federal water quality regulations.
Oversee water quality standards, testing, sampling and reporting. Ensure compliance with regulatory agencies with rules and reporting requirements for the Utility’s water and wastewater facilities.
Coordinate the application and maintenance of the necessary utility operating permits and licenses.
Serve as the principal point of contact with local, regional, state and federal agencies involved with water/wastewater policy. Respond to Utility compliance complaints.
Research new regulations, methods and techniques related to water and wastewater. Ensure regulatory compliance and coordinate responses to enforcement actions.
Oversee support functions such as Environmental Compliance and Industrial Pretreatment, Laboratory Services, and Environmental Protection and Code Compliance.
Provide executive level compliance guidance to the Utility. Involves: Establish program priorities, goals, and objectives.
Offer solutions, alternatives, or recommendations on program issues, pending legislation, and regulatory changes related to water and wastewater.
Direct and oversee the development and implementation of work plans and procedures for environmental programs to ensure environmental quality and compliance. Coordinate special projects as directed.
Oversee and coordinate research, collection and analyzes of data and findings.
Coordinate water quality investigations, site inspections, audits, and inspections of facilities for compliance with federal, state, and local wastewater discharge regulations.
Implement quality assurance initiatives and continuous improvement programs at Water and Wastewater facilities to ensure laboratory and sampling techniques meet Water Quality Compliance standards.
Direct and coordinate laboratory studies and tests, technical investigations, technical and legal consultants. Conduct cost analysis related to regulatory compliance costs.
Supervise assigned personnel. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development.
Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, mentor, motivate and maintain harmony. Interview applicants.
Recommend hiring, termination, transfers, discipline or other employee status changes.
