As a Chief of Staff, you will provide financial, human capital and administrative oversight of complex and diverse mission support functions and ensure organizational goals are achieved across the Investor Program Office (IPO).

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 04/01/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 04/01/2026.

GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Provides operational guidance to supervisors in human resources, budget, employee and labor relations, and performance management.

Develops and maintains collaborative intra-agency and inter-agency relationships, engaging with liaisons and stakeholders to advance program office initiatives and business requirements.

Establishes and sustains partnerships with senior agency officials to collaborate on substantive matters involving resource management, mission support, systems, and records.

Delivers technical and administrative supervision to multiple levels of staff engaged in mission support functions.

Manages supervisors responsible for assigning work, setting performance expectations, and supporting employee development.

  • Directs and oversees complex administrative operations of the IPO Chief of Staff’s office by managing supervisor and staff responsible for Resource Management, Mission Support, Data Analytics, Systems, Training, Quality, FOIA, and Records Management.
  • Plans, reviews, and implements new requirements and policies related to employee benefits, employee relations, labor relations, and performance management.
  • Exercises a high degree of discretion in managing sensitive and complex personnel matters, including resolving complaints from subordinates, making informed decisions, and processing official grievance.
  • Establishes and maintains collaborative partnerships with senior agency officials to address substantive issues related to management and program analysis, budget analysis, labor and employee relations, and performance management.
  • Recommends specific initiatives and changes to enhance the efficiency and effectiveness of program operations, as well as long-term program plans, goals, objectives, and milestones that serve as the foundation for substantive program improvements.
  • Oversees the development of high-level deliverables related to program operations, including monitoring legislative and executive changes that have an immediate and significant impact on business operations.
  • Serves as a senior-level expert and advisor in logistics management and budget formulation, development, planning, and execution, including monitoring budget performance and optimizing resource allocation across multiple accounts.
