Full Job Description

The position is located in the Office of Strategy, Resources, and Policy; Directorate of Domestic Operations and Emergency Resources; Bureau of Administration (A/DOES/SRP).

The Office is comprised of three Divisions and provides a full range of administrative and program planning services, including financial management, human resources, emergency management, customer experience, IT management, and asset management, as well as strategic budget planning and policy implementation.

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience developing multi-year program management plans, incorporating advanced analytics and performance metrics, to make informed, data-driven decisions.

Experience leading an organization through change, including integrating customer experience principles into the development and implementation of strategic plans, ranging from short term to long term action plans.

Experience conceptualizing and messaging development, drafting and editing of written and oral products, and delivering formal and informal presentations and products to a wide range of internal and external audiences.

Experience leading a diverse group of subject matter experts in developing integrated and coordinated approaches to address operational improvements, drawing upon limited personnel and budget resources.

There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." Major Duties:

  • Directs, plans, coordinates, and evaluates significant administrative management functions and activities.
  • Oversees staff in carrying out critical planning, financial management, IT, employee relations, HR management, internal controls, workload analysis, information resource management, contracting, procurement, program and project management.
  • Reviews and analyzes organizational structure, staffing, operational policies, and procedures to ensure compliance with personnel regulations.
  • Serves as the second level supervisor for SRP staff and ensures that office responsibilities are carried out by subordinate supervisors /team leaders/project leaders.
  • Collaborates with A/DOES Office Directors to coordinate the delivery of new strategies, policies, procedures, technology, materials, and resources services to enhance their missions.
