Full Job Description

Ramsey County Information Services is looking for a collaborative and strategic leader to guide our Property Capability Team, supporting essential county services including recording, appraisal, taxation, treasury, and board operations.

In this role, you’ll lead a cross-functional team focused on aligning business processes and systems to better serve our departments and the public.

As the Capability Manager, you’ll work closely with county leadership, staff, and vendor partners to set priorities, shape a multi-year roadmap, and drive continuous improvement across systems and operations.

The Core County System (CCS) Capability Manager is the primary manager of CCS-related business capabilities.

The CCS Capability Manager creates the environment in which expert knowledge and innovative ideas create a continually improved CCS capability; owns capability business processes that optimize the County’s CCS investment; monitors, and provides input into the development and implementation of integrated information systems; facilitates information sharing across departments and projects, eliminates redundant data collection and entry, improves the quality of information and maximizes the use of CSS-related systems in order to improve the quality and efficiency of County services; and performs related duties as assigned.

Incumbents of this classification may be assigned to one of Ramsey County’s CCS areas.

Flexible Workplace:This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment.

Requirements

  1. Promote a diverse, culturally competent, and respectful workplace.
  2. Work closely with County departments and users in the creation and maintenance of CCS capability vision of end-to-end solutions.
  3. Collaborate with program management and vendor teams to enable the CCS capability vision; work closely with Program Manager to provide oversight on project and operational activities; maintain alignment with County plans and financial objectives; and manage the dynamics between user departments and service delivery teams.
  4. Work closely with County leadership to define strategies, priorities and budgets; assess current strategies and recommend changes as appropriate.
  5. Facilitate capability planning, innovation, communication, and training across business operations and department user communities.
  6. Manage the development, implementation, and periodic updates of a multi-year business capability roadmap.
  7. Direct and facilitate application and support prioritization, including balancing work demand with resource availability; ensure consistency in the process for managing work inquiries and requests from initial submission through definition, estimation, prioritization, disposition and communication; provide input to short-term and long-term planning to maintain alignment with County strategy and goals.
  8. Solicit input and cooperation from Program management and vendor(s) for functional expertise and industry best-practice.
  9. Participate in development and on-going training of system users and CCS team members for skills and competencies countywide to ensure efficient and effective use of CCS applications.
  10. Review and approve all statements of work for new CCS-related projects and application changes.
  11. Provide CCS applications with access management and oversight. 
  12. Define and develop business solutions that meet department business requirements and benefit cases; provide guidance to delivery teams to ensure solutions achieve the right scope, cost, and timing.
  13. Identify opportunities to fully exploit CCS-related functionality through process improvement/re-engineering, enhancements, new functionality, improved user competencies (including how-to guidance for “super-users”, training, job aids, knowledge collaboration tools, etc.), and developing reporting and analytic capabilities.
  14. Maintain and share CCS capability knowledge across departments.
  15. Serve as primary relationship manager with the business users of the County; communicate CCS capability and overall County vision and goals to team members; maintain strong relationships with County business teams, user communities, program management, and vendor teams.
  16. Assist in analyzing, interpreting, and communicating the impact of federal and state regulations, statutes, and policies as they relate to CCS systems.
  17. Facilitate capability team engagement on projects (upgrade, enhancement, bundle/patch, new application/module implementations, etc.) to deliver process designs, functional requirements, functional specifications, test conditions/scripts, system testing, user acceptance testing, training and participation with organizational change management specialists.

Qualifications

Education: Bachelor’s degree in public administration, Business Administration, or a related area.


Experience: Five years of experience in business analysis, business operations/management, organizational development, human capital management, or in a related area that included some training in information services, business or workflow analysis, and organizational development or operations analysis.


Substitution: Equivalent combination of education and related experience.



Certifications/Licensure: None.

Additional Information

The examination process will consist of the following section with each section weighted as indicated:

  • Training and Experience Rating = 100%

The examination for CCS Capability Manager will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire.

Not all applicants who meet the minimum qualifications will pass the training and experience rating.

The rating on this supplemental questionnaire will depend on your answers to the questions –do not mark “see resume” or “see work history” as a response.

Failure to respond could affect your score and final rank on this examination.Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a CCS Capability Manager.

This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy.

Candidates will remain on the list for 30 days or until hired, whichever occurs first.
