We are looking for a CBMS/PEAK Security Audits Analyst to join our Colorado Benefits Eligibility and Enrollment Systems (CoBEES) team!

Brief description of the work unit:
The Colorado Benefits Eligibility and Enrollment Systems (CoBEES) team is responsible for the technology systems used by multiple state programs to administer benefits, serving over 1,200,000 individuals residing in Colorado. The Colorado Benefits Management System (CBMS) is the state's integrated eligibility system used to determine eligibility for various public assistance programs. CBMS is used by County caseworkers to adjudicate first time and renewal applications for programs that include but are not limited to, Medicaid, SNAP, TANF, Adult Financial, and CHPs+. As the self-service portal for the public, the Program Eligibility Application Kit, (PEAK) delivers end user data to the CBMS eligibility system. In addition, PEAK provides data input for nine other benefits programs for local governments, Office of Information Technology (OIT), Healthcare Policy and Finance (HCPF), and Colorado Department of Human Services (CDHS) agencies. As a team member of the Colorado Benefits Eligibility and Enrollment Systems (CoBEES), this position has a focus on systems such as CBMS and PEAK that are part of the CoBEES portfolio.

Brief description of job:
This position acts independently and has a wide sphere of influence in which to operate and make decisions of a technical nature regarding compliance audits on behalf of CoBEES management, HCPF, OIT, and CDHS Department leadership. The consultation provided is accepted as fact and not refuted on its technical merit.
  • Lead security audit and compliance efforts for CoBEES high-volume digital systems, ensuring adherence to all federal and state-mandated external and internal security standards.
  • Serve as primary liaison for federal audit entities including CMS (Centers for Medicare & Medicaid Services) and USDA Food and Nutrition Service (FNS).
  • Direct cross-agency audit response coordination across OIT, CDHS, HCPF, and other CoBEES-dependent program areas.
  • Develop and implement structured processes for security audits, compliance reviews, documentation management, and audit strategy planning.
  • Leverage in-depth expertise in the CoBEES ecosystem and CBMS/PEAK system architecture and configuration to guide audit readiness and compliance initiatives.
  • Provide executive-level consultation to agency leadership on critical audit findings, risk mitigation strategies, and compliance direction.
  • Exercise delegated authority to issue expert technical opinions that inform decision-making across HCPF, OIT, CDHS, and broader state government entities.
  • Act independently as an expert for state and federal security audits, influencing compliance outcomes beyond immediate supervisory structure.
  • Serve as the designated technology collaboration authority for interdepartmental audit compliance, ensuring alignment between systems, policy, and regulatory requirements.
  • Deliver technical guidance that is relied upon as authoritative and foundational in shaping agency-wide compliance strategy.

Qualifications

RESIDENCY REQUIREMENT:

MINIMUM QUALIFICATIONS:


There are two ways to qualify for this position:


Option 1:

Experience Only:

Seven (7) years of professional experience in software quality assurance, software compliance audits, risk assessment, reviewing technical controls, audit methodologies or an occupational field related to the work assigned to the position.


Option 2:

Education and Experience:

A bachelors degree from an accredited institution in Computer Science, Information Systems, Business or a related field and three (3) years of professional experience in an occupation related to the work assigned.


Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associate will count as two years of experience

  • A bachelors will count as four years of experience

  • A masters degree will count for six years of experience

  • A doctorate or juris doctorate degree will count for seven years of experience

PREFERRED QUALIFICATIONS

  • Prior state experience related to the duties of this position

  • Bachelor's degree from an accredited institution in Computer Science, Information Systems, Business, or a related field

  • Demonstrated familiarity with security tools

  • Certified Information System Auditor (CISA)


DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.


CONDITIONS OF EMPLOYMENT:

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.

  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
