King County’s Facilities Management Division (FMD) is excited to welcome a dynamic and forward-thinking leader to serve as our next Capital Planning Section Manager.

In this role, you will guide the Capital Planning Section (CPS), which is responsible for FMD’s asset management program, capital project contracting team, capital project and maintenance software systems (experience with Maximo, Unifier, or Prism is helpful but not required), and capital project planning and budget development.

We’re looking for someone who can shape the future of capital planning at FMD and someone who is ready to champion a data-driven, strategically aligned capital program with clear goals and measurable outcomes.

A track record of transforming programs or leading organizational change is a strong plus.

Collaboration is essential, especially with the Capital Project Delivery team, Finance team, and senior leadership.

This position plays a central role in prioritizing, developing, and monitoring capital project budgets, driving process improvements, supporting staff, and fostering a positive, engaged team culture.

This is a highly visible leadership role with daily interaction across all levels of the organization, including agency partners from multiple branches of government. Success in this position requires a commitment to innovation and efficiency, a drive to achieve meaningful results, and a passion for building strong, high-performing teams. This position reports to the Deputy Division Director – Operations.

Requirements

KEY RESPONSIBILITIES FOR THE CAPITAL IMPROVEMENT PROJECTS SECTION MANAGER:

The Capital Planning Section Manager is responsible for managing the daily operations of the section’s various functions and will be tasked with building and implementing a strategic asset management plan, contracting for projects, performance management, and process improvement capacities for the section.

Scope of Job Duties: To be considered for this opportunity, you must demonstrate the skills and ability to:

  • Develop and implement a strategic budgeting process for FMD’s capital projects, including clear planning for future biennial project needs. Collaborate with the Capital Delivery Section, Building Operations Section, and Finance Section on the development of biennial budgets.
  • Oversee the Asset Management program for FMD. Support the Asset Program Manager in building the program and working across sections to understand long-term building operational strategies and reinvestment needs.
  • Manage the capital projects and good and services contracting team. Ensure processes are documented and program goals are clear to support FMD operational and capital needs. Coordinate with the Department of Executive Services Procurement Team.
  • Advise Division leadership on strategic capital and policy issues.
  • Provide strategic direction and technical expertise for the section. Determine performance standards for unit, individuals, and project work teams, and monitor progress for reporting and compliance with FMD design and construction policies and procedures.
  • Collaborate with elected officials, County employees, other County departments and agencies, clients, and the public to ensure Capital Planning Section goals are met. Represent FMD at public meetings, briefings and presentations.
  • Coordinate sensitive and complex reports and review their impacts with the division and department directors, tenants and other agency managers, the County Executive, the County Council and external agency officials.
  • Provide programmatic guidance to capital project managers in areas of construction and project contract administration, project development, consultant fee negotiation, and procurement activities.
  • Develop and maintain the Division facility condition database in collaboration with the Asset Manager and Capital Projects Delivery Section.

Qualifications

We are looking for great people leaders who:

  • Have strong capital planning/management and asset management knowledge, background, and experience, preferably with large facilities, public works, or real estate management companies; understanding and experience with complex public funding and budgeting process; familiarity with project, program, and budgetary tracking tools; understanding and experience with contracting methods; and/or any combination of education and experience that clearly demonstrates the ability to perform the scope of job duties.
  • Create vision and goals for the Capital Planning Section which align with FMD and County goals and establish clear processes for measuring successful results.

  • Have a track record of delivering high quality projects on time and on budget.

  • This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible.
  • The selected candidate will be eligible for Executive Leave
