Full Job Description

You will serve as a BUSINESS AND ADMINISTRATIVE SPECIALIST in the OCEANS TECHNICAL DEPARTMENT of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER.

This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project.

The NT-03 pay band encompasses positions equivalent to GS-12 through GS-14. The position has a control point equivalent to the GS-12 Step 10 grade.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 (GS-05 THROUGH GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Analyzing financial programs and funding, historical trends and budget requirements; 2) Identifying shortfalls and trade-offs in order to ensure appropriate funding for personnel and projects; 3) Providing detailed reports, financial/statistical charts and graphs for management briefing and presentations; 4) Distributing established controls and budget targets to leadership to ensure that execution targets are being tracked; 5) Conducting studies, analyzing quantitative and qualitative workload data used to populate and maintain tracking systems; and 6) Recommending adjustments to improve operational efficiency and effectiveness.

  • You will develop the facilities and laboratories’ sustainment and renovation projection for required projects and budget.
  • You will analyze budgetary information reports to determine workload requirement needed to meet the goals and objectives of the department.
  • You will coordinates and direct the flow of correspondence within the department.
  • You will assist in monitoring the department’s training program.
  • You will consult with and uses the services of Human Resources Office on personnel matters pertinent to department employees.
  • You will oversee the performance appraisal and position management program to track compliance and ensure timely submission of reports.
  • You will plan and direct office procedures and methods and ensure they are met.
  • You will manage IT, mail, and office management requirements.
