Full Job Description

The Department of Transportation is actively looking to hire a Business Analyst 1 to join their team. This role involves a range of technical analysis responsibilities aimed at maintaining the integrity of the Driver and Vehicle Services (DVS) Systems and their associated subsystems. The primary objective is to ensure these systems operate effectively to fulfill the operational requirements of the department. The successful candidate will collaborate closely with both IT programming personnel and business staff to implement system modifications as requested by the DVS management team. This position is under the supervision of a Business Analyst 2 within the Driver Vehicle Services Program Management Office (DVS PMO) Business Application Services Division. Requirements

In this position, you will engage in moderately complex analytical tasks that pertain to the development, modification, and functionality of Driver Licensing and Motor Vehicle systems.

Your responsibilities will include documenting necessary process changes to enhance business operations, which will involve scheduling and facilitating business meetings, drafting Business Requirement documents, and identifying essential business needs.

The role encompasses a variety of analytical functions related to the support and maintenance of electronic data processing methods across multiple applications, such as the Drivers Licensing and Credentialing Systems (DL&C), the Commonwealth Automated Registration and Titling System (CARATS), and the Modernized Vehicle and Driver’s License Systems (MVDLS), among others.

You will also be tasked with developing testing plans and scripts in relation to system enhancements, new projects, legislative changes, or defect resolutions to ensure that business requirements are met and that systems operate effectively.

Additionally, you will participate in the planning, execution, and evaluation of testing activities, analyzing the outcomes of testing scripts and preparing reports that document any discrepancies or deviations from expected results.

Effective communication, both verbal and written, will be essential as you interact with external management personnel from the Bureau of Solutions Management (BSM) and the Bureau of Infrastructure and Operations (BIO), contractors such as Application Management Services (AMS), and various internal and external business partners, including product vendors like Idemia and RL Polk.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • May be required to work when a full-day and/or partial-day office closing is authorized. To include but not limited to: early dismissals for inclement weather; the day before holidays; special holiday closings.
  • Telework: You may have the opportunity to work from home (telework) part-time, after successful completion of training period.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • A bachelor’s degree; or
  • An equivalent combination of experience and training.
  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.
