Job Description

Summary

This job involves overseeing the business side of a behavioral health department in a VA hospital, including planning programs, managing budgets, evaluating performance, and leading a team to improve operations.

Full Job Description

This position is located within the Behavioral Health Service Line, VA Pittsburgh Healthcare System (VAPHS) under the supervision of the Behavioral Health Associate Chief of Staff (BH ACOS) .The Business Manager serves as the department's subject matter expert for business planning and analysis, tactical level implementation and measures success of the department's business initiatives, improvements and overall organizational effectiveness.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D or equivalent doctoral degree.

OR, 3 Full years of progressively higher level graduate education leading to such a degree or LL.M if related.

Combination: Applicants may also combine education and experience to qualify at this level.

Major Duties:

Duties of the position include but are not limited to: Program Oversight, Evaluation & Strategic Planning Program Evaluation: Extensive delegated authority from the service line ACOS and freedom of action to provide leadership, resolve operational problems, and direct program planning, development, and management.

Integrate the work of a complex administrative team across multiple sites where each member contributes a portion of the analyses, facts, recommendations, and judgement.

Analysis of the department's programs, functions and organizations to determine whether the management systems in current use efficiently and effectively accomplish objectives sought and whether they provide controls necessary for sound management Strategic Planning: Responsible for working with the ACOS to establish a long and short term strategic planning process within the Service Line that will consider and effectively integrate resource management planning; the missions of the VHA, VISN, and healthcare system Create team-based quality improvement plans, including definition of department goals, utilizing performance measures, appropriate analysis tools and total quality improvement methods.

Guides and assists staff in identifying meaningful/relevant management indicators for program performance evaluations.

Develops procedures for, and ensures the implementation and achievement of, the provision of services to VA Pittsburgh patients, patients treated throughout the VISN 4 Western Market, and those serviced other VISNs through the service line's TeleMental Health Hub.

Program Oversight: Identifies the need for and recommends modifications or changes in business practices to bring the department into compliance with VA/VAPHS' goals.

Oversees the development of administrative, standard operating procedures and the implementation of operating policy in all phases of administrative management.

Develop and coordinates the implementation of internal policies and programs relating to equal employment, merit promotion, position management and employee relations and ensures support for these programs from program managers, team leaders and subordinate managers.

Financial & Resource Management Budgeting: Responsible for identifying budget needs and negotiates with management to arrive at appropriate funding levels that make the most effective use of resources.

Duties include defining budget requirements, executing approved funds, analyzing actual vs planned, etc.

Responsible for the department's budget forecasting, planning and allocation of resources, and accounting and financial reporting Human Resource Management : Responsible for the oversight of the Service Line's human capital resources and the associated policies and procedures necessary to meet effective staffing levels and utilization.

Developing short- and long-term staff utilization plans and requirements.

Analyzing changes in staffing requirements, organizational structural changes and alignment assuring positions provide optimum balance between economy, efficiency, and skill utilization Responsible for oversight of HR processes outside of service line for those individuals working within the department's clinics (CBOCs, PCS, PC staff) Supervisory Duties: Technical Supervision of the Supervisory Medical Support Assistant positions will be provided by the ACOS of Behavioral Health.

Oversees the daily operation of the administrative personnel in the service line; ensures that agency policies and priorities are being followed Develops performance standards; and evaluates work performance of subordinates.

Performs the administrative and personnel management functions relative to the staff supervised. Develops work improvement plans, recommending personnel actions, as necessary.

Resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to higher level mangers; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.

Interviews candidates for positions in the department, recommends appointments, promotions, and reassignments to department positions, identifies, and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority.

Responsible for the oversight of subordinates that manage/organize compliance of all training requirements for the service line, including mandatory and position specific training.
