The Facility Maintenance Division of the Department of General Services is responsible for maintaining City-owned buildings to ensure safe, functional, and professional environments for City operations, employees, and the public. This includes providing preventive maintenance, corrective repairs, and responsive support services across a diverse portfolio of facilities with varying operational, security, and public-facing needs.

Within this division, select positions are assigned to support facilities served by the Central Energy Plant (CEP), including City Hall, the City Jail, and the Norfolk Consolidated Courts. These facilities operate continuously and require a high level of coordination, discretion, and responsiveness. Maintenance staff assigned to these buildings serve as on-site technical resources who work closely with building occupants, security personnel, administrators, and other City departments to ensure that facility needs are addressed promptly and professionally. Our team supports daily operations by providing skilled trade services— primarily carpentry—while also performing a wide range of general maintenance tasks to ensure building systems, interior finishes, and public areas remain safe, secure, and functional.

The City of Norfolk is seeking a Building Maintenance Technician to provide dedicated facility maintenance support to City Hall, the City Jail, and the Norfolk Consolidated Courts. While officially classified as Carpenter II, this position functions as a multi-trade facility maintenance technician with a strong emphasis on carpentry, finish work, and building component repair.

The position serves as a consistent maintenance presence within these high-profile and secure facilities, addressing day-to-day building needs, responding to service requests, and coordinating repairs that support uninterrupted operations. In addition to carpentry duties, the incumbent performs a broad range of general maintenance tasks and assists other trades as needed, requiring versatility, sound judgment, and strong interpersonal skills. Success in this role depends on the ability to build effective working relationships with facility staff, judges, court personnel, jail administration, and City leadership, while maintaining professionalism, discretion, and responsiveness in sensitive operational environments.

Requirements

• Performs skilled carpentry work including the construction, installation, repair, and maintenance of doors, frames, hardware, cabinetry, countertops, partitions, trim, flooring, ceilings, and other interior building components.
• Conducts exterior carpentry and structural repairs including doors, windows, railings, ramps, stairs, decking, and related building features.
• Performs general facility maintenance tasks such as minor drywall repair, painting, concrete repair, fixture installation, and furniture or casework modification.
• Maintains and repairs locking systems, door hardware, access-related components, and associated building hardware in coordination with facility security requirements.
• Responds to work orders and service requests across assigned facilities, prioritizing tasks based on safety, operational impact, and customer needs.
• Serves as a primary maintenance contact for building occupants, developing professional relationships and ensuring clear communication regarding maintenance activities.
• Assists other trades (electrical, plumbing, HVAC, operating engineers) with access, preparation, and support tasks as needed.
• Coordinates with supervisors, contractors, and vendors to support scheduled repairs and small projects.
• Uses hand and power tools safely and effectively; operates City vehicles and equipment as assigned.
• Completes work order documentation and records all work performed using the City’s computerized maintenance management system.
• Complies with all safety, security, and procedural requirements applicable to court and correctional facilities.
• Reports to work during emergencies, inclement weather, or critical operational events as designated.
  

Qualifications

Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.

Required:

• Four years of experience in carpentry field, facility maintenance, or related skilled trade.
• One year of supervisory experience.

Preferred:

• Experience performing carpentry and general maintenance work in occupied, secure, or public-facing facilities such as government buildings, courts, or correctional environments.
• Experience functioning in a multi-trade maintenance role supporting diverse building systems.

Additional Information

Required:

• Valid Driver’s License.

Preferred:

• OSHA safety training or equivalent.

Work Schedule:

• Monday - Friday, 7:00AM – 3:30PM. Occasional additional work will be required due to facility emergencies, events and/or contractor work scheduling.
