GS-13: One full year of specialized experience equivalent to the GS-12 level and could have been gained in the federal, public, or private sector.

Specialized experience is defined as: independently designing, developing, implementing, and maintaining a comprehensive financial management system; developing a financial planning and reporting system that involves long-range planning and the annual budget; providing reliable financial and managerial data to control budget execution in achieving short and long-range management plans; advising top management team on programmatic effectiveness relative to planned financial objectives; providing positive recommendations and alternative approaches to improve program plans, budget proposals, costs of operations and program accomplishments; formulating, preparing annual administrative budgets and operating plans; reviewing and analyzing past obligations, determining reasonable fund levels and evaluating validity of request; providing a wide variety of budgeting reporting, including monthly financial and quarterly reports; exercising delegated authority to assign and review work; performing progress reviews and performance evaluations and recommending disciplinary actions; and providing technical guidance, supervising, and overseeing duties assigned to support staff members.

Comprehensive knowledge of and skill in using a financial management information system to enter financial data, track funds, and develop reports.

Comprehensive knowledge of data manipulation tools available for analysis, to include but not limited Microsoft Office Suite.

If selected for this position, you will join a well-respected team in the United States Attorney's Office, Southern District of Texas (SDTX).

As a Budget Officer in the United States Attorney's Office (USAO), you will be responsible for planning, implementing, and administering the full spectrum of budget and financial management services as well as the management and control of the district's short and long-range budget.

Typical work assignments will include: Supervising and monitoring the work of assigned subordinate employees. Assigning work to subordinates and identifying any developmental or training needs.

Developing, planning and maintaining a comprehensive financial management program that involves both long-range programmatic plans and the annual budget as a key segment of those plans.

Ensuring that all obligations, expenditures, unobligated orders, and available balances are properly maintained, supported, and documented for audit purposes.

Reviewing and analyzing program fund requirements submitted by senior management and recommending allocations after receipt of operating plan allowances from the Executive Office for United States Attorneys (EOUSA).

Controlling administrative and program funds and assuring that all issuances are not in excess of latest approved allowances.

Providing a wide variety of budgetary reports through the use of multiple automated financial systems.

Review and enter financial data ensuring quarterly audits are conducted through the use of multiple reporting systems and available programs for data analysis and compliance reviews.

Extensive knowledge in Microsoft Office Suite, specifically Excel.

Providing technical advice and assistance in the identification of future resource requirements, and in the planning and development of future budget requirements in the Microsoft Office Suite.

Developing financial policies to facilitate achievement of program goals and objectives in Word. Researching legal, regulatory, program, and budgetary information.

Responsibilities will increase and assignments will become more complex as your training and experience progress.
