This entry-level budget analyst role in the Veterans Health Administration involves helping manage financial data, track expenses, and support budget processes for healthcare programs serving veterans.

Full Job Description

This position is a trainee position leading to the full performance level of Budget Analyst GS- 0560-11 PD 01970-A.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/17/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: For GS-7 level Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: assisting by working with standard operating procedures, various process tracking and auditing systems and maintaining processing logs.

Helping to maintain appropriate data collection systems as well as perform data entry and retrieval of financial information into/from the databases.

Assisting with maintaining spreadsheets and databases, display reports and conduct audits.

helping to make travel arrangements, assisting in the certification of all travel authorities for availability of funding and accuracy, validity and completeness of the accounting and costing data prior to commitment of funds.

OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have completed at least 1 full academic year of graduate level education or Superior Academic Achievement in an accredited college or university.

Transcripts required.

OR, Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.

The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

(TRANSCRIPTS REQUIRED) GS 09 Level Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Knowledge of Federal budget policies and regulations to review, analyze, and evaluate requirement for financed and un-financed obligations.

Preparing reports and financial advice for program managers related to the status of funds, expenses, obligations, and workload; Knowledge to execute the budget to ensure reliability of funding levels and ensure funds are allocated on a timely basis and obligated effectively for activities served.

Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B.

or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Transcripts required.

OR, Combination: Applicants may also combine education and experience to qualify at this level.

Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS 11.

(TRANSCRIPTS REQUIRED) For GS-11 Level Specialized Experience: GS-11: You must have at least one year of specialized experience equivalent to the GS-9 grade level in the federal service that equipped you with the particular knowledge, skill, and abilities to perform successfully the duties and is directly related to the position.

Examples of specialized experience would typically include, but are not limited to: Providing analytical services to support all aspects of the budget process, such as budget formulation, justification, and execution stages of the budget process for an assigned organization for personnel salaries and expenses; Knowledge of all financial, accounting, workload and employment used for preparation of annual Budget Plan and forecast; Understanding guidelines of OMB and congressional laws, regulations, policies, and directives, Federal policies, management and organizational techniques.

OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D.

or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M. if related? Transcripts required.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary, but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools is required.

Some physical effort is required in that incumbent lifts and carries reference books, working papers and similar items to and from meetings.

A moderate amount of standing and walking is required in getting to and from meeting places away from the worksite.

Major Duties:

The primary purpose of this position is to serve as an entry-level trainee) in Budget Analyst.

The incumbent is given a variety of developmental assignments in order to broaden skills and provide experience for progressively more complex assignments.

The incumbent continues to gain experience and to develop their knowledge, skill and abilities through the completion of more complex assignments and the exercise of increasing authority and responsibility.

The incumbent will gradually assume all the duties and responsibilities of those described in the full performance position description for the Budget Analyst GS-0560-11 PD 01970-A.

The incumbent will receive guidance and training with the expectation of functioning at the full performance level GS-11.

The incumbent will work under limited supervision and as the incumbent progresses the amount of supervision will decrease.

At such time as all regulatory, qualifications, and time in grade requirements are met, and based upon the recommendations of the supervisor, the incumbent may be promoted to the GS-09.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

Selection at a lower grade level does not guarantee promotion to the full performance level.
