Job Description

Summary

This job involves helping manage the budget for VA healthcare facilities in Florida by planning, tracking, and reporting on how money is spent to support veteran services.

Key Requirements

Full Job Description

The Budget Analyst (GS-0560-11) supports Fiscal Service within a Level 1A complexity tertiary care system anchored by the Malcom Randall VA Medical Center and the Lake City VA Medical Center, and the West Palm Beach VA Healthcare system, a level 1C system.

Operating within a multi-billion-dollar portfolio, the incumbent performs analytical, technical, and advisory budget work supporting the formulation, justification, execution, and monitoring of operating and/or special purpose budgets.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/13/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-09 position you must have served 52 weeks at the GS-07 and for a GS-11 position you must have served 52 weeks at the GS-09 .The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: For the GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Apply Federal budget concepts to support the formulation, justification, execution, and monitoring of operating and special purpose budgets; Understand policies established by the Office of Management and Budget, as well as the Department of Veterans Affairs and Veterans Health Administration, to ensure compliance during budget execution; Utilize local budget execution procedures to manage budget planning, allocation, and expenditure tracking for assigned services and programs; Research and interpret budgetary guidance and instructions to inform budget development and adjustment processes; Analyze financial and operational data; Develop detailed execution plans to manage budget commitments, obligations, and expenditures, ensuring alignment with organizational goals and federal regulations.

Utilize automated financial systems to ensure accurate data collection, validation, and reconciliation across different financial platforms.

Use spreadsheets and reporting methods, including dashboards and visualizations, to clearly communicate financial status, key drivers, and trends to both financial and non-financial stakeholders, maintaining a high level of data integrity.

OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have a master's or equivalent graduate degree or, 2 full years of progressively higher level graduate education leading to such a degree or, LL.B.

or J.D., if related. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.

OR, Combination: Applicants may also combine education and experience to qualify at this level.

You must have an combination of specialized experience and education beyond 1 full year of graduate level education.

Major Duties:

Duties consist of the following, but are not limited to: Review and consolidate budget requirements, validate workload and cost drivers, and develop annual and multi-year budget plans.

Justify budget requests, execute approved budgets, track commitments, obligations, and expenditures throughout the fiscal year.

Identify trends and variances, conduct impact and "what-if" analyses, and recommend funding adjustments, realignments, or other corrective actions consistent with Federal and VA/VHA policy.

Create execution plans for assigned services and programs, ensuring alignment with organizational objectives and fiscal stewardship.

Generate recurring and ad hoc reports, dashboards, and briefings for leadership, highlighting the status of funds, execution performance, and financial impacts.

Reconcile budget and accounting data across systems, ensuring data accuracy and integrity, and preparing audit-ready documentation.

Advise service leadership and Finance management on funding status, spending controls, and the impacts on staffing/FTEE and salary affordability.

Perform targeted financial analyses such as cost impact, alternative funding strategies, trend analysis, and "what-if" scenarios.

Implement proper fund control practices, ensure compliance with fiscal law principles and VA/VHA directives, and support quarterly and ad hoc funding distributions.

Develop, maintain, and improve financial spreadsheets, dashboards, and visualizations to communicate financial status and key drivers effectively to both financial and non-financial stakeholders, thus strengthening reporting accuracy and timeliness.
