Assist in coordinating the complete budgetary program for the entire Medical Center. This position is located at the greater Los Angeles VAMC (GLA), Financial Management Service, Budget Section.
GLA is one of the largest and most complex hospitals within the department of Veterans Affairs operating with an annual budget in excess of $1 billion.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/30/2026.
Time-In-Grade Requirement: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.
For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: preparing documents needed to process budget estimates, conduct analyses to develop required date and information for reporting purposes.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have 1 full year of graduate level education, superior academic achievement.
OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: compile, consolidate review, analyze, and edit daily, monthly, quarterly, and annual fiscal reports .

Examples of specialized may include but are not limited to: review program data for Supervisory Budget Analyst to support them as advisor to the Assistant Financial Officer (AFO); compile, consolidate review, analyze, and edit daily, monthly, quarterly, and annual fiscal reports; OR, 3 years of progressively higher level graduate education leading to a Ph.D.
degree or Ph.D. or equivalent doctoral degree. OR, Combination: Applicants may also combine education and experience to qualify at this level.

You will be rated on the following Competencies for this position: Accounting Operations Budget Administration Control of Funds Federal Funds Processing Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
Part-time experience will be credited on the basis of time actually spent in appropriate activities.
Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is mainly sedentary, although at times may require some standing, bending, walking, carrying of light items such as paper. books, files, boxes.

Major Duties:
Review program data for the Supervisory Budget Analyst and serves as advisor to the Assistant Financial Officer (AFO), Chief Financial Officer (CFO).
Compile, consolidate, review, analyze, and edit daily, monthly, quarterly, and annual fiscal reports as required by VACO, VISN, and/or station management.
Review and maintain employment, obligation, expenditure, and workload reports while keeping management informed of their status and any significate changes.
Complete projections for financial resources for a variety of programs to include recurring operating needs and personnel service expenses.
Keep Supervisory Budget Analyst and CFO appraised of projected needs/excess Communicate with staff at all levels within the organization, VISN and VA Central Office, communication will include face-to-face, email or via telephone.
Provide training to Fiscal personnel and other personnel at GLA in budgetary procedures and how to interpret standard budgetary reports.
Ensure station Management is informed of their budget status and any significant changes in resource allocations, whether they be projected excess or deficit.
Direct station fund control systems with the support of the Supervisory Budget Analyst. Participates actively in Budget formulation and execution process, from beginning of fiscal year to end-of-FY.
Maintains accurate and up-to-date projections for assigned programs, information is often requested for multi complex programs with very short notice.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
Selection at a lower grade level does not guarantee promotion to the full performance level.
