Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status.
You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization.
Specialized experience is defined as work involving: (1) Formulation, justification and execution of program budgets; (2) Preparation of quarterly and annual reports; (3) Forecasting, analyzing and estimating budget needs; (4) Monitoring and reporting on expenditure of funds; (5) Grant administration and regulatory oversight; and (6) Leadership and/or supervision of program staff.
Preferred Experience: Experience working within a large research program at a medical center or research facility.
You will be rated on the following Competencies for this position: Control of Funds Budget Administration Technical Competence Managing Human Resources AND Additional Assessment Requirements: Executive Order (EO) 14170, Reforming the Federal Hiring Process and Restoring Merit to Government Service ("Restoring Merit"), and the Chance to Compete Act of 2024, require agencies to "incorporate skills-based and competency-based technical assessments" into the Federal hiring process.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Major Duties: The incumbent is responsible for assisting in financial and personnel management, advising on the hiring of research personnel, post and pre-award grant management, budget analysis and reporting, and oversight and execution of research fund transactions.
Functions as budget/financial data analyst, post award grant manager, and supervisor of research personnel of the Research Service for the Veterans Affairs Palo Alto Health Care System (VAPAHCS).
Assist the Administrative Officer representing VAPAHCS Research Program with budgetary, personnel, and other administrative matters relating to planning, implementation, and conduct of research.
Oversees integration of VA-paid and Without Compensation (WOC) research staff and manages Intergovernmental Personnel Agreements (IPAs).
Coordination and integration of major work assignments, projects or programs. Responsible for performance appraisals and award process.
