Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Office of Facilities Asset Management (OFAM), Organizational Facilities Support (OSF). Border Patrol and Air and Marine Program Management Office (BPAM).

Located in the following: Aliso Viejo, CA, Washington, D.C, Indianapolis, IN, or Euless, Texas.

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Managing and overseeing budget execution and planning.

Reviewing and recommending formulation actions to officials within the organization.

Analyzing budget data to ensure compliance with prescribed laws, policies, and regulations NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.

You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/27/2026.

government Major Duties:

The primary purpose of this position is to advise on budgetary requirements and oversight for all phases of work concerning the budget and procurement cycle for OSF and to supervise subordinates for executing the budget.

The incumbent performs budgetary and analytical functions regarding formulation and execution of the budget, to include pay and position analysis, forecasting, and modeling, and provides administrative and technical advice to OSF and OFAM management and senior leadership.

This position starts at a salary of $125,776.00 (GS-14, Step 1) to $163,514.00 (GS-14, Step 10).

Typical work assignments include: Planning, organizing, directing, and carrying out annual and multi-year budgeting requirements in support of major financial programs within OFAM.

Directing a team of employees who perform budget formulation, program planning, and budget execution tasks. Setting and adjusting short and long-term priorities and prepares work schedules.

Providing expert advice to leadership and budget staff on all phases of the budget program. Analyzing budget requests and estimates to identify inconsistencies and imbalances.

Planning and coordinating with management to provide timely allocation of funds to support mission execution.
