In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-13) in the Federal service, which demonstrates the ability to perform the duties of the position.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Experience in formulating an organization's budget includes developing budgetary processes and guidance, managing projects while collaborating with colleagues on financial information, and overseeing financial contractors as a Contracting Officer Representative (COR) to ensure performance and compliance with all applicable regulations.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Prepares technical and summary exhibits for inclusion in the BES and President's Budget submissions. Prepares final agency budget documents for printing and delivery to OSD/OMB, Congress and the public.
  • Writes programming and budgeting policy directives, including the agency Financial Management Manual, necessary to effect improvement in the effectiveness and efficiency of agency financial operations.
  • Monitors and tracks costs, obligations, expenditures, and work-year limitations for assigned accounts.
  • Determines the propriety and cost effectiveness of funding requests.
  • Manages contractors and is able to perform Contracting Officer Responsibility if assigned to do.
