Organizational Location: This position is with the Department of Homeland Security, within U.S.
Customs and Border Protection, Office of Field Operations (OFO), International Operations and Advisory Directorate (IOAD), Mission Support Division. Location negotiable upon selection.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Generating required financial reports and creating and submitting journal vouchers to support the full Journal Vouchering process for assigned accounts.
Reconciling pay and non-pay financial data across multiple funding lines to determine and document available reimbursable authority for the fiscal year.
Using Analysis for Excel and advanced Excel functions such as pivot tables, formulas, and automation tools on recurring financial datasets to organize, calculate, and validate budget and execution data.
Running Budget Execution and Status Application reports and applying appropriate labor codes on a regular schedule to track, review, and document overtime charges for designated organizations.
Accessing and navigating CBP financial systems to run standard and ad-hoc reports and to initiate and document the distribution and realignment of funding among program and project codes.

In this position, you will be the expert on all phases of the budgeting process, providing senior leadership with analyses, forecasts, and recommendations to ensure compliance with laws, regulations, and policies for budget development and execution.
You will directly support the agency's mission by ensuring effective resource allocation and fiscal accountability, enabling CBP to carry out customs, immigration, and anti-terrorism operations efficiently and lawfully.
This position starts at a salary of $106,437.00 (GS-13, Step 1) to $138,370.00 (GS-13, Step 10).
You will be responsible for developing, executing, and managing the operating budget, overseeing procurement and travel programs, and leading process improvement initiatives.
Your role will involve collaborating with stakeholders, analyzing financial data, and recommending solutions to optimize resource utilization and support operational requirements.
Major duties may include, but are not limited to: Managing multiple appropriations and working directly with Program Managers to secure funding for mission requirements.
Reconciling requests with current expenditure levels and anticipated changes in programming and staffing.
Researching budget execution plans, reports of fund usage, planned and actual local expenditures, and working with the national office to resolve reporting and other problems.
Monitoring the Federal Employee Pay Act (FEPA), Customs Officer Pay Reform Act (COPRA) overtime, to ensure usage is within established budgetary allocations and restrictions.
