Full Job Description

The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise.

This includes synchronizing policy, plans, procedures, and cross-functional issues.

The COO oversees all ODNI business operations, including such areas as human resources, internal policies, finance and budget, information technology, security, facilities, and information management.

Mandatory Requirements: Demonstrated ability to represent Human Resource Management and ODNI in a positive, proactive manner, maintaining discretion and ensuring proper handling of sensitive information.

Demonstrated ability to manage competing priorities while adhering to strict deadlines. Proven ability to plan, organize, and implement mission priorities and requirements.

Interpersonal, organizational, and problem-solving skills, including the ability to develop working relationships and networks with internal and external stakeholders with competing agendas.

Demonstrated ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of varied audiences with different perspectives and objectives.

Demonstrated understanding of Human Resources and Employee Benefits.

Desire to continuously build a knowledge-base on employee benefits and ability to guide HROs who are not benefits specialists on the basics of employee benefits.

Demonstrated ability to utilize critical thinking and reasoning skills to gather HRM data and provide analysis of meaning/impact to senior management.

Demonstrated ability to navigate and utilize databases, systems and shared resources. Knowledge of quality assurance procedures and information systems to ensure data integrity.

Thorough knowledge in one or more areas of Subject Matter Expertise, such as Workforce Analysis & Planning, Workforce Engagement & Relations, and Work/Life Strategies and Benefits.

Effective oral and written communication skills, including the ability to communicate complex information in a clear, concise manner that is targeted to and meets the needs of audiences with different perspectives and objectives.

Desired Requirements: Knowledge of ODNI or other IC organizations Human Resources procedures. Knowledge of the IC Benefits processes and procedures.

Knowledge of Federal, the ODNI, and other IC organizations Human Resources procedures. Major Duties:

Provide information, advice, and guidance to managers and employees on a broad range of Human Resource Management (HRM) issues and functions in one or more areas of HRM employee benefits.

Serve as point-of-contact for resolving issues related to benefits raised by management and staff by conducting research and providing interpretations of the appropriate HR laws, regulations, policies, and/or procedures.

Research HR business practices/procedures and program performance related to employee benefits for HRM leadership.

Work collaboratively with other HROs, especially those who work at business partner organizations, to build a strong working knowledge of employee benefits and services.

Contribute to, and provide, written and oral briefings to internal customers (such as an EOD class) on HR benefits issues and explain complex information to clients and stakeholders in a clear and consistent manner.

Work collaboratively on projects, such as creating standard procedures that cross Human Resource Management groups, using project management principles.
