Job Description

Summary

This job is for a government lawyer at the EPA's San Francisco office, where you'll give legal advice, research environmental laws, draft documents, and help with negotiations or court cases related to air, water, toxins, and general regulations.

Key Requirements

  • Juris Doctor (J.D.) degree from an accredited law school and active membership in a state bar

  • For GS-14 promotion potential: Additional year of experience equivalent to GS-13, including negotiating legal agreements
  • Ability to perform litigation activities, draft regulations, and provide policy recommendations

  • Willingness to physically report to the San Francisco duty station on a regular basis

This position is in Officer of Regional Counsel (ORC), Air, Toxics, Water & General Law Branch.

About Region 9: Region 9: This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis.

NOTE: You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement.

In addition to the educational requirements, you must meet the minimum grade-specific qualifications as described below: To qualify for the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level defined as performing legal analysis and research to formulate recommendations to clients or supervisors; and composing pleadings, briefs, and/or other documents involving legal issues in counseling, enforcement, or litigation.

To qualify for the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level defined as performing legal analysis and research for formulate recommendations to clients or supervisors; composing pleadings, briefs, and/or other documents involving legal issues in counseling, enforcement, or litigation; and negotiating legal agreements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

At the entry level of this position, you will: Provide legal advice, performs legal research, prepares legal documentation, and provides policy recommendations.

Perform the full range of litigation activities. Draft Agency determinations, proposed regulations, and Federal Register Notices.

Perform negotiation, informal dispute resolution, and Region representational work. Perform liaison and specialized team work.

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses.
