Full Job Description

You will serve as a Geospatial Program Manager within the Strategic Planning Branch of the Facilities and Real Estate Division.

You will lead the development and implementation of an enterprise Geographical Information System (GIS) strategy for the NASA.

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work.

The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Developing the requirements for and strategically managing an integrated, large organization geospatial program capability; Using and/or customizing Geographical Information Systems (GIS)-related technology in a professional setting; Utilizing engineering principles, methods, and practices for integrating GIS components sufficient to plan, coordinate, and administer GIS/Relational Data-Base Management System (RDBMS) in an enterprise-level program type of environment.

  • Analyze planning problems, identify and define goals and objectives, organize and coordinate spatial data activities in-between several organizational levels and at different sites.
  • Express orally, in writing, and by means of graphics and sketches.
  • Integrate digital remote sensed data with state-of-the-art GIS software applications and GPS data.
  • Apply knowledge of Datums/Projections as well as concepts, principles and practices in the technical field of Geographical Information System (GIS) management.
  • Develop requirements for and strategically manage an integrated, Agency-wide geospatial program capability for the Office of Strategic Infrastructure.
  • Apply knowledge of Relational Data-Base Management System (RDBMS), Computer Aided Design and Drafting (CADD) and Building Information Modeling.
  • Utilize a broad knowledge of engineering principles, methods, and practices for integrating GIS components sufficient to plan, coordinate, and administer GIS/RDBMS system in an enterprise-level program type of environment.
  • Write comprehensive technical specifications, support documentation, evaluation criteria, and reporting metrics.
