Full Job Description

This ASST HR OFFICER is located in the JFHQ-State Human Resources Office (HRO) and is part of the CA JFHQ HRO J1 Air.

ASST HR OFFICER, GS-0201-13: Must have at least one year of specialized experience, equivalent to at least the GS-12 level, or equivalent pay band in other pay systems in the Federal government.

This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated.

Specialized experience may have been demonstrated by performing duties such as: Experience in development and administration of state rules and procedures that are adapted from policies prescribed by the National Guard Bureau, the Office of Personnel Management (OPM), Department of the Army, and Department of the Air Force; Experience establishing and maintaining liaison with OPM, U.S.

Department of Labor, Federal Labor Relations Authority, and other human resources offices; Experience ensuring the preparation of budgetary recommendations for training needs, allocation of quotas, and scheduling of personnel for training; Experience providing advise on recruitment and placement, position classification and management, labor and employee relations, equal employment opportunity, human resource development, military, and/or related clerical and administrative functions for a large work force; Experience supervising positions engaged in substantive human resources work; Experience accomplishing work through the use of an automated human resources systems.

THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the ASST HR OFFICER, GS-0201-13, is to serve as the full assistant to the Human Resources Officer.

The incumbent shares in and assists the Human Resources Officer with respect to all delegated authority by The State Adjutant General/Commanding General (TAG/CG) to plan, direct and administer all HR programs for all Army and Air National Guard (ARNG/ANG) Full-Time Workforce (Military-Active Guard and Reserve Status and Civilian-Title 5/32) within the State/Territory/District of Columbia (S/T/DC).

Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.

Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors, teams, etc. as appropriate.

Shares in and assists the Human Resources Officer with responsibilities for the HR management of all Full-Time Workforce personnel dispersed throughout the state, engaged in a variety of occupations under the Federal Wage and General Schedule pay systems as well as military pay schedules.

The HR programs include providing HR Development, Employee Benefits, HR Information Systems, Performance Management Employee/Labor Relations, Position Classification and Position Management, Recruitment/Placement and Compensation, Budget and Resource Management and related clerical and administrative functions for a workforce.

The incumbent shares in and assists the Human Resources Officer with overall responsibility for the full range of HR management major duties and responsibilities in all HR Programs.

Applies a wide variety of analytical tools to include qualitative and quantitative analysis to make sound and informed decision.

Experience with making decisions with incomplete, ambiguous, or conflicting information.

Selects the optimum solution based on consideration of a wide variety of critical requirements and variables (technical, systematic, and programmatic), ensuring efficiency, effectiveness, and economy of solution.

Serves as a key stakeholder in management decisions. Influences and persuades individuals to accept and implement findings and recommendations.

Resistance is often encountered due to competing objectives or resource problems. Utilizes skill in approaching contacts to obtain the desired results under contentious and complex circumstances.

Leverages negotiation tactics to come to a mutually acceptable solution.

Develops the ability of others to perform and contribute to the organization by providing ongoing feedback opportunities to learn through formal and informal methods.

Evaluates and implements methods to increase employee performance and mitigate misconduct.

Identifies employee motivators to develop strategies for enhanced performance, production, and promotion readiness.

Navigates complex employee issues IAW governing regulations to ensure that disciplinary actions proposed are warranted, defensible, and lend to rehabilitation.

Mediates between employees to resolve personnel issues preventing escalation.

Ensures all actions taken promote an environment in which employees are empowered to participate in and contribute to effective mission accomplishment.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military.

In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.
