Job Description

Summary

This job involves managing the daily operations of an American military cemetery abroad, ensuring it's kept in top condition by leading staff and handling maintenance, while also engaging with local communities and visitors to honor veterans' sacrifices.

It's a supportive leadership role that requires strong organizational skills and a passion for history or public service.

A good fit would be someone with experience in facility management or administration, plus fluency in French since many sites are in French-speaking countries.

Full Job Description

Assistant Superintendent is the mission critical position for the American Battle Monument Commission (ABMC). Responsibilities fall into two main categories.

First, directing the cemetery staff and resources to assure that the cemetery is maintained to the very high standards of the ABMC.

Second, outreach to assure that the American Cemetery plays an active role in bringing the sacrifices of our veterans to the clear attention of the local community, host nation citizens, and Americans.

Language Requirement: Because 16 of our 26 sites are in French-speaking countries, proficiency in French is a requirement for final selection for this position.

The Agency may correspond with applicants in French throughout the application process.

Applicants will be evaluated by a third-party testing facility prior to interview to determine their proficiency in speaking and reading French using the Interagency Language Roundtable (ILR) scale.

You should be prepared for a language evaluation immediately upon consideration. A minimum score of ILR speaking 2+ / reading 2+ is required to qualify.

If you are selected at the minimum score(s), you may require completing a language training program and/or re-test as a condition of continued employment.

Proficiency in languages other than French (particularly Italian, Dutch, Arabic, and Spanish), while not required for selection, should be indicated on your application.

Specialized Experience: For the GS- 09 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-07); or its non-Federal equivalent that demonstrates: assisting supervisors with human resources decisions including hiring, evaluation, discipline, and training; assisting with the oversight/management of a public, commercial or military facility; assisting with the oversight of facility maintenance & repair, logistical support, equipment, service operations, or administrative requirements of a program; and communicating with the public in a structured manner.

OR Educational Substitution: A master's degree or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree, or LL. B or J.D.

(NOTE: You must upload your transcripts) OR Combination of Specialized Experience and Educational Substitution: a combination of experience and education that computes the requirements to at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience: For the GS- 11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-09); or its non-Federal equivalent that demonstrates: advanced entry level professional or administrative experience; assisting with the management of a building, facility, or maintenance program; and communicating with the public in a structured manner.

OR Educational Substitution: A Ph.D.

or equivalent doctoral degree, or three full years of progressively higher graduate level education in an accredited or pre-accredited college or university leading to such a degree.

The education must demonstrate the knowledge, skills, and abilities necessary to do the work.

To compute the percentage of the requirements, divide your total months of experience by 12.

(NOTE: You must upload your transcripts.) Time in Grade: Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks).

These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify.

Major Duties:

Please note the following information related to this overseas assignment: The selectee will be required to obtain a diplomatic passport and appropriate visas (at the cost of the Agency) prior to assignment.

The selectee will be required to live in assigned, government quarters.

The selectee will receive post allowance and/or post differential in accordance with Department of State Standardized Regulations (DSSR) in lieu of locality pay.

On this overseas accompanied tour, medical, dental, and education services may not be available in the immediate location and/or may be provided solely by host nation providers.

The availability and level of care at host nation medical facilities will vary by location.

Movement overseas may require the selectee to initiate a change in your health benefits plan to ensure coverage.

Eligibility for foreign area benefits will be determined at the time of hire, and may change at any time depending on law, regulation and Agency policy.

Foreign laws or international agreements may have a direct impact on the ability of a selectee's same sex domestic partner or spouse to accompany the selectee and receive certain benefits.

The majority of entitlements through a civilian Permanent Change of Station (PCS) with the government will be considered taxable benefits by the Internal Revenue Service (IRS).
