Applications will be accepted from: ALL PERSONS INTERESTEDDivision/ Section: INFRASTRUCTURE - ASSET MANAGEMENTWorkdays & Hours: Monday to Friday 8am – 5pmPURPOSE OF DIVISIONThe Infrastructure Division manages the lifecycle of Houston Airport System’s major utility, transportation, and building systems, including central plants, airfield infrastructure, facilities, and automated people mover networks. The Division ensures operational reliability, energy efficiency, safety, and long-term sustainability of HAS assets through coordinated maintenance programs, contractor oversight, and data-driven asset management.
PURPOSE OF THE POSITIONThe purpose of this position is to provide field coordination, contractor oversight, and work order tracking for the Infrastructure Division’s Energy Services and Automated Transportation systems. The Assistant Project Manager supports the Energy–CUP Manager on all activities related to the Energy Services Contract with Texas A&M TEES and the Central Utility Plant (CUP) O&M contractor. The position also supports the Skyway–Subway (Automated People Mover Group Manager) by monitoring work orders for the Skyway O&M contractor and Subway O&M contractor, ensuring that preventive and corrective maintenance tasks are executed, inspected, and fully documented in EAMS. This role plays a critical part in work verification, operational readiness, and ensuring all contractors meet HAS standards for safety, performance, and documentation.
"Candidates must be able to obtain all security required badge access including Custom Border Patrol access within 6 months from the hire date.”The Assistant Project Manager responsibilities include, but are not limited to:- Assists in the coordination and oversight of work activities by construction personnel, technical professionals, consultants, and other outside agencies to provide support, resolve concerns and attain project completion
- Assists in developing contractual budgetary controls, managing schedules, and establishing/executing the scope of work
- Uses EAMS or similar asset management systems with strong documentation practices
- Manage work orders for complex mechanical, electrical, centrifugal chillers, boilers room or transportation systems
- Able to support CUP Manager in managing O&M contractors and supporting automated transportation systems or other specialized mechanical systems including centrifugal chillers
- Interprets contracts and construction and design documents. Conducts constructability reviews of plans and specifications
- Conducts inspections to ensure adherence to contract specifications and requirements
- Provides timely responses to submittals from construction personnel. Verifies and processes progress payments and negotiates cost of changes to contracts
- Monitors documentation and processing of information affecting required change orders
- Prepares and maintains various reports and records on project execution
- Prepares and evaluates processes and procedures to ensure project goals are achieved. Provides technical solutions to challenges encountered during construction or design activities
- Attends various project meetings
- This position requires frequent field presence in active operational environments and direct interaction with maintenance contractors, including work performed in secured airport areas
WORKING CONDITIONS
The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve occasional exposure to soiled materials and light chemical substances such as cleaning solutions. Requires the ability to make simple gross motor responses within large tolerances.
Requirements
EDUCATIONAL REQUIREMENTSRequires a Bachelor’s Degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management, or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.
EXPERIENCE REQUIREMENTSNo experience is required.
Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.
Qualifications
- Work order management for complex mechanical, electrical, or transportation systems.
- Field inspections or contractor oversight in utility plants, automated transit, or facility operations.
- Coordinating preventive and corrective maintenance work with O&M contractors.
- Supporting energy efficiency, operational reliability, and system performance initiatives.
- Preference will be given to candidates with direct experience working in an active airport environment, including coordination with Central Utility Plants, energy systems, or automated transportation systems.
- Preference will be given to candidates with demonstrated experience using Enterprise Asset Management Systems (EAMS), platforms, or similar systems to manage, inspect, and close maintenance work orders.
- Preference will be given to candidates with hands-on field inspection experience in secured or restricted operational facilities.
