Full Job Description

The Assistant Human Resources Officer serves as the Senior Strategic Business Partner (SSBP) within VISN 16 supporting the Michael E. DeBakey VAMC or New Orleans VAMC.

NOTE: This is a temporary promotion opportunity NTE 1 year. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/05/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.

To qualify for this position at the GS-14 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level.

Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.

Qualifying specialized experience includes: Comprehensive knowledge and experience in various HR functional areas such as Recruitment and Placement, Employee and Labor Relations, Suitability, Reasonable Accommodation, Worklife Benefits, Human Resources Development; Serving as a recognized senior level HR consultant for local and regional executive leaders/managers as well as other senior HR staff and service line managers; Developing appropriate plans and actions for management on significant HR issues and concerns; Leading special projects or studies critical to the resolution of local and/or regional level operating issues and problems in HR; and Interpreting complex legislative, regulatory, and policy guidance to prepare study recommendations for management.

~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas.

Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.

Qualifying specialized experience includes: Serving as a senior advisor and consultant to executive leadership; Formulating and implementing human resources policies involving recruitment and placement, position management and classification, pay administration, employee and labor relations, employee training and development, employee recognition programs, employee benefits programs, etc.; Providing advice to management/supervisors on human resources management principles, techniques, and acceptable practices; Leading the succession planning process and coordinating expert services in performing analyses of the workforce to identify succession plan priorities; and Establishing trust and credibility with leaders and act as a valuable sounding board on organizational and talent issues.

Major Duties:

VA offers a comprehensive total rewards package: HR Specialist Total Rewards The Senior Strategic Human Resources Business Partner reports directly to the VISN Chief Human Resources Officer and contributes to overall VISN performance by providing tactical and strategic consulting on people and organization development strategies in support of business objectives at a designated VISN facility.

The duties of the position include, but are not limited to: Providing expert management consultative service involving the full spectrum of HR functions (e.g., recruitment and placement, employee performance, and conduct issues) on highly complex issues.

Serving as the primary strategic advisor between local leadership and VISN HR Operations, effectuating local strategic goals and metrics through expert management consultation in talent management and workforce and succession planning.

Acting as change agent to business through process redesign and approaches that support change and transformation.

Analyzing trends and metrics to develop solutions and providing day-to-day consultation to leadership on a variety of actions to include employee relations issues, policy interpretation and application, talent management and development, and organizational design consultation.

Serving as a key member in various VISN committees and activities, working directly with leadership to develop an HR strategy that closely supports and facilitates meeting local organizational goals.

Providing guidance and advice to managers and leaders on employee engagement. Work Schedule: Monday - Friday. Schedule must include core hours of 9:00am to 2:30pm Central Standard Time (CST).

Specific Schedule to be set by Supervisor and subject to change based on the needs of the facility. Telework: This position may be authorized for Ad-Hoc telework.
