The Division of Youth Services:

About the Division of Youth Services: The Division of Youth Services (DYS) provides a continuum of residential and non-residential services that encompass juvenile detention, commitment, and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed and detained by the District Court to the custody of the Colorado Department of Human Services. The Division operates fifteen secure facilities that serve youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed. The Division also contracts with numerous private residential and non-residential service providers throughout the State. For pre-adjudicated youth, the Division is also responsible for the management and oversight of Colorado Youth Detention Continuum, a State-funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system. In addition to residential programming, the Division administers juvenile parole services throughout the State.

About Behavioral Health and Medical services:

The Behavioral Health and Medical Services work unit exists to provide, manage, coordinate, and evaluate a continuum of assessment and mental health services for youth who have been committed to the Department of Human Services, Division of Youth Services.

Services include, but are not limited to: Mental health & suicide risk assessments; Psychological evaluations if credentialed; Neuropsychological screenings and evaluations if credentialed; Clinical consultation with Behavioral Health Specialists, Client Managers and other interdisciplinary team members; Individual, family, & group contact; Management of delinquent behavior; Liaison to medical and psychiatric services; Formal supervision for BHMS assessment staff; Providing trainings and e-mail communication about various mental health issues as needed; Referral & coordination of executive transfers to the Colorado Mental Health Institutes; Participation in DYS committees as needed; Participation in division-wide clinical director meetings; Ongoing communication with client managers/parole officers regarding assessment, treatment & transition issues; while ensuring the safety and security of each youth, staff, and the community according to Colorado law.


About the Position:

The Assessment Services Coordinator acts as the Clinical Director for operations for Statewide Assessment Services and oversees the assessment of mental health services being provided to youth who are committed to the Division of Youth Services, Department of Human Services.

The goal is to provide a continuum of assessment mental health services to youth, and to ensure that the services being provided are consistent, evidence-based, and high quality.

Responsible for oversight, supervision, and training of the behavioral health positions/services at the facility.

Provides clinical and assessment staff with formal performance and clinical supervision.

Assures compliance with court orders, Division of Youth Services audit standards, Division of Youth Services Policies and Procedures, Statewide Assessment Services Implementing Procedures, and the Colorado Children’s Code.

Review of division policies and current services offered and helps ensure that best practices are being met within the field.

Providing consistent care and high quality of services throughout facilities helps ensure that youth’s mental health needs are being met.



Job Duties:


Supervision Oversight:

This position is designed to supervise and oversee the technical and qualitative aspects of Assessment Behavioral Health Services for the Division of Youth Services.

Provides formal and clinical supervision to Assessment Behavioral Health Professionals and provides PMP feedback regarding job performance at the middle and end of each fiscal year.

Plans for and directs the professional development of the Assessment Clinical team, trains to relevant standards of policy and procedure, resolves informal staff grievances, creates and monitors staff work schedules, participates in the progressive disciplinary process, investigates and evaluates all other personnel issues.

Reviews and tracks all assessment reports for accuracy and completion within established deadlines.

Reviews and tracks all clinical notes entered into the TRAILS and/or EHR database to ensure completion within an established timeframe.

Reviews clinical notes and provides supervision to clinical staff regarding treatment processes and effectiveness. Position will maintain proficiency to complete assessment reports as needed.


Program Development:

This position ensures the oversight and application of appropriate, reliable, and accurate assessment clinical practices.

Plans, develops, and audits procedures to assure that the Division of Youth Services standards are met, interprets and applies standards to the workplace, apprises supervisor of issues related to the above duties.

Ensures all assessment clinical treatment notes are entered into the TRAILS and/or EHR database in a timely manner and are of high quality.

Ensures that all required training is completed and recorded in the TRAILS database for Behavioral assessment Health Staff.

Responsible for researching and coordinating training sessions designed to promote Assessment Behavioral Health professional job development.

This position works closely with the BHMS Central Office to review and consult on psychological and neuropsychological assessments, provide ongoing mental health assessment and treatment practices as needed.


Conducting Clinical Assessments and Evaluations

Conduct ongoing clinical case conceptualizations through weekly clinical meetings with assessment mental health staff, clinical observation of youth, communication with direct care staff regarding youth functioning, offering assessment clinical expertise to multidisciplinary teams in determining appropriateness of level of care.

Assessing for possible psychiatric evaluation and need for hospitalization.

Minimum Qualifications:

Experience Only:
  • Eleven (11) years of relevant experience in an occupation related to the work assigned to this position
`OR`

Education and Experience:
  • A combination of related education and/or relevant experience in an occupation related to the work assigned to this position equal to eleven (11) years

Preferred Qualifications:
  • Licensure as a Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), or Licensed Marriage and Family Therapist (LMFT), or Licensed Psychologist in Colorado.
  • A doctorate in Psychology and licensed as a Psychologist in the state of Colorado.
  • Extensive education and experience in neuropsychological/psychological theory, assessment and treatment.
  • Management skills required for a diverse organizational structure.
  • Extensive knowledge of the mental health system and the juvenile justice system.
  • Numerous jobs related to formal training associated with assessment and treatment of youth with juvenile justice involvement and neuropsychological impairment.
  • In-depth knowledge of state regulatory policies and procedures associated with mental health and assessment.
  • Previous State Experience



Conditions of Employment:
  • Be a minimum of 21 years of age, with no felony convictions or history of domestic violence

CDHS Selection Process Explanation
