Job Description

Summary

This job involves working as an architect for the Bureau of Indian Affairs, helping manage construction projects for facilities from initial planning and design through to completion, while ensuring everything meets safety, environmental, and cultural standards.

You'll coordinate with tribal leaders, officials, and contractors to keep projects on track and compliant.

Full Job Description

This position is located with the Bureau of Indian Affairs, Office of Facility Management and Construction in Albuquerque, New Mexico.

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards) Architecture 0808 Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

ORCombination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.

The adequacy of such background must be demonstrated by at least one of the following: Related Curriculum or Experience.

GS-09: To qualify at the GS-09 grade level, you must have one year of specialized experience equivalent to the next lower grade level (GS-07) to include: (1) Assisting in managing construction projects from the planning and design phase to the close out phase; (2) Preparing or reviewing cost estimates and schedules for design and construction projects; and (3) Preparing project information materials for briefings.

OR Three full academic years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree or a L.L.M. in related field of study.

OR A combination of specialized experience and education that totals 100% of the experience requirement. All qualification requirements must be met by the closing date of this announcement.

Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.

Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date. Major Duties:

  • Serves as the Contracting Officer's Representative (COR), Awarding Official's Technical Representative (AOTR), and/or the Grant Awarding official's Technical Representative (GAOTR) for DFMC managed projects.
  • Assists with the preparation of complete solicitation packages with design guidelines for projects to be designed by A-E services and design-build contract.
  • Project management responsibilities may include developing architectural and engineering (A/E) statements of work; projects schedules, cost estimates, and budgets; technical design reviews and analysis of drawings and specifications.
  • Ensures project compliance with contract provisions and standards; proposes contract changes and modifications; recommends final acceptance of work and prepares closeout documents.
  • Coordinates for and secures archaeological, historical preservation, environmental, and other clearances prior to construction and monitors project compliance with building and safety condes and standards through document reviews and sit visits.
  • Responds to inquiries and attends meetings with Tribal leaders, school boards, law enforcement officials, private interests, state officials, and other federal officials.
  • Presents projects, describe impacts and to ensure adherence to schedules and designs.
