Customs and Border Protection, Office of Facilities and Asset Management, Real Property Program Management Office, 1 vacancy in the following locations: Aliso Viejo, CA Euless, TX Experience GS-14: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Supervising and serving as the liaison for major acquisitions for strategic operational real property acquisition and divestiture actions; Coordinating the development and planning of real estate activities in support of ongoing day-to-day and contingency operations; Serving as a coordinator and representative for key management officials for major real property-related issues; Developing business cases as needed to brief stakeholders on actions to modify the portfolio or present options to effect organizational changes to the portfolio FAC-COR Certification: Incumbent will need to obtain at least a FAC-COR Level II certification in their first year and will become a FAC-COR Level III after two years of being FAC-COR Level II and completing the required training for certification.

Term Appointments: To meet agency needs, this position will be filled under a time-limited appointment, not-to-exceed (NTE) 09/30/2029.
This is not a permanent appointment, and does not allow for conversion to a permanent competitive service. You will be separated when the NTE date of this appointment is reached.
Probationary Period: The first year of service of a term employee is a probationary period regardless of the method of appointment.

This position starts at a salary of $125,776.00 (GS-14, Step 1) to $163,514.00 (GS-14, Step 10). This position is with the Department of Homeland Security (DHS), within U.S.
Customs and Border Protection (CBP), Office of Facilities and Asset Management (OFAM), Integrated Services (IS) Division.
IS Division brings together a diverse workforce, including Certified Program Managers, acquisition professionals, Contracting Officer Representatives (CORs), energy and environmental specialists, real estate professionals, architects, engineers, and technical designers to develop optimal solutions to meet the needs of OFAM and business partners.
Major duties for this position include but are not limited to: Supporting the Real Property Program Management Office (RRPMO) by facilitating sound decision-making based on comprehensive and well-supported valuation analyses in relative events of potential condemnations or lawsuits.
Providing management with guidance on valuation methodologies to ensure compliance with federal standards, such as the Uniform Standards of Professional Appraisal Practice (USPAP).
This requires a comprehensive understanding of appraisal principles, market analysis techniques, and regulatory requirements.
Working closely with other members of the RPPMO team, including agency internal and external contacts, real estate specialists, attorneys, and engineers, to coordinate appraisal activities and to ensure that appraisals are integrated into the overall real estate management process.
Ordering and critically reviewing both staff and fee appraisals, ensuring compliance with established appraisal standards, regulations, and contract requirements (i.e., Title XI of the Financial Institution Reform, Recovery, and Enforcement Act of 1989 (FIRREA), USPAP, etc.).
Serving as a technical expert, developing and reviewing appraisals, providing insights and recommendations that inform management's decision-making on critical real estate matters.
