Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Office of Facilities and Asset Management, Integrated Services Division, Technical Service Program Management Office, 1 vacancy located in the following locations: Aliso Viejo, CA Euless, TX General Real Property Appraiser Certification: Must possess current General Real Property Appraiser Certification in at least one state whose certification standards comply with the minimum Federal standards for general appraiser certification in compliance with Title XI of the Financial Institution Reform, Recovery, and Enforcement Act of 1989 (FIRREA).

FAC-COR Certification: Incumbent will need to obtain at least a FAC-COR Level II certification in their first year and will become a FAC-COR Level III after two years of being FAC-COR Level II and completing the required training for certification.

Experience GS-13: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting and reviewing appraisals according to USPAP standards to ensure proper fair market value to support real property decision making.

Consulting with internal stakeholders to comprehend project requirements and objectives, ensuring that appraisal activities align with broader organizational goals.

Reviewing all contract appraisals to ensure the quality of work and adherence to professional standards and contract requirement.

Major duties for this position include: Serving as the primary Point Of Contact for inquiries concerning property values within the designated area, preliminary valuation estimates, and real estate planning data in connection with the appraisal functions of the Real Property Program Management Office (RRPMO).

Consulting with internal stakeholders to comprehend project requirements and objectives, ensuring that appraisal activities align with broader organizational goals.

Providing management with guidance on valuation methodologies to ensure compliance with federal standards, such as the Uniform Standards of Professional Appraisal Practice (USPAP).

Acting as the COR for all appraisal contracts, assuming responsibility for the entire appraisal procurement process, playing a critical role by acting as a technical expert on behalf of the Contracting Officer (CO), serving as an advisor to the CO, and liaison between the CO and the Contractor.

Reviewing all contract appraisals to ensure the quality of work and adherence to professional standards and contract requirements, to include scrutinizing the appraiser's methodology and techniques for appropriateness, examining data for reasonableness and objectivity, verifying the accuracy of supporting data and mathematical calculations, determining whether the report reaches a logical and well-supported conclusion of value, and confirming that the report was completed in accordance with the client's request.
