Full Job Description

Are you looking for an exciting career in which you can utilize your information technology (IT) skills while providing valuable services for the Commonwealth? The Health and Human Services (HHS) IT Delivery Center provides end-to-end IT services to all staff in the Department of Human Services (DHS), the Department of Health (DOH), the Department of Drug and Alcohol Programs (DDAP), and the Pennsylvania Department of Aging (PDA).

We are searching for an Applications Developer 2 to support application development and provide technical support for disease surveillance and laboratory operations. Take your career up a notch with the

Requirements

As an Application Developer 2, you will work closely with the Applications Developer Administrator as well as a technical team of Commonwealth and contracted employees in supporting a full range of software development and technical support activities throughout the software development life cycle (SDLC).

Work involves acting proactively by constantly monitoring, evaluating, and reviewing system performance and adherence to all Centers for Disease Control and Prevention (CDC), Commonwealth, and HHSDC policies, guidelines, and standards.

This is a technical position with responsibilities that require proven experience with Azure DevOps, .NET 4.6 or higher, VB.NET, C#.NET, SQL Server, SSRS, SSIS, and the Software Development Life Cycle (SDLC) methodology to provide application support and services for the following mission critical, Pennsylvania Department of Health (DOH) applications:

  • Enterprise Universal Master Person Index Service (EUS)
  • Message Processing Gateway (MPG)
  • Pennsylvania National Electronic Disease Surveillance System (PA-NEDSS)
  • Pennsylvania Electronic Laboratory Reporting System (ELR)
  • Pennsylvania Laboratory Information Management System (PA-LIMS)
  • Laboratory Certification System (LabCert)
  • Laboratory Invoice Payment System
  • Additional ancillary applications and processes

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours range from 7:30 AM to 5:00 PM (selected candidate my decide schedule), Monday - Friday. Lunch period will be based on selected work schedule (30 or 60-minute lunch).
  • Telework: You may have the opportunity to work from home (telework) part-time. You will be required to report in-office on Thursday and Friday each week.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office at 2525 North 7th Street, Harrisburg. The ability to telework is subject to change at any time.

  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $67,736.00 (before taxes).

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Applications Developer 1 or Computer Programmer 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Four years of information technology experience that includes two years of experience in applications development or applications maintenance; or
  • Two years of information technology experience in applications development or applications maintenance, and an associate’s degree in any information technology field; or
  • A bachelor's degree in any information technology field.
  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.
