DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

The IT Manager – Application (ERP Team, Functional) position is responsible for ensuring continuity of operations for the City of Houston’s mission-critical ERP solution, SAP, as well as integrated third-party software. This essential position is responsible for the supervision of the City’s ERP-SAP Functional roles in the ERP team, e.g., Human Capital Management (HCM), Payroll, Time Management, Training, etc. This role is responsible to ensure seamless operations of the City’s core systems of record (SOR) for, HR, Payroll and other solutions. As such this role is responsible for the coordination of critical processes such as, but not limited to, HR Configuration, OM/PA/Benefits, interface management, etc.
This role helps identify and implement successful, creative solutions to complex problems; this may include introducing new systems to our technology stacks, reworking data models, re-thinking persistence layers, or simply taking an active role in code reviews, architecture planning, and more.


Responsibilities:
  • Responsible for the City’s operational, day-to-day, supervision of the Functional side-of-the house for the City’s ERP solution; particularly regarding sustainable configuration of SAP programs and applications for HR and Payroll, among other tools.
  • Lead and manage the end-to-end delivery of SAP HCM, Payroll (on-premises and cloud), and SAP SuccessFactors modules (Employee Central, Performance Management, LMS, etc.).
  • Act as the primary liaison between HR business units, IT teams, and external vendors to ensure solution alignment with HR processes.
  • Oversee configuration, development, testing, and deployment of system enhancements and upgrades.
  • Ensure compliance with local and global payroll and labor laws, data privacy (e.g., GDPR), and audit requirements.
  • Provide technical leadership in integrating SAP SuccessFactors with SAP ERP and third-party systems.
  • Manage the day-to-day support and resolution of incidents and service requests, ensuring SLAs are met.
  • Develop and maintain documentation, system roadmaps, and best practices.
  • Monitor system performance, recommend improvements, and drive automation and optimization initiatives.
  • Lead and contribute to SAP HR and Payroll projects, including rollouts, system upgrades, and migration to cloud platforms.
  • Build and manage a high-performing team, including internal staff and external consultants.
  • Knowledge of SuccessFactors Employee Central, LMS, PMGM and its integration with SAP HR.
  • Knowledge of Field mapping from SAP HR PA, OM to SAP SFEC.
  • Experience working with OM/PA/Time Management/Benefits, SFEC EC. LMS, PMGM, Onboarding etc.
  • Knowledge of Payroll Wage types, schemas, Time data integration, CATS, BSI Tax etc.
  • Provide supervision and guidance on ERP solutions in the form of mentorship to the City’s functional ERP team, e.g., HCM, Payroll, Time, Training etc.
  • Develop and guide ERP team members in enhancing their capabilities and increasing productivity, e.g., learning next generation ERP HR Solutions.
  • Taking ownership of critical incidents, coordinating with resolution parties, and establishing effective communication between stakeholders for major incident reviews.
  • Work directly with management and users to build relationships and work closely with project managers to understand and maintain focus on strategic efforts, including identifying critical metrics and KPIs, and deliver actionable insights to relevant decision-makers.
  • Stay current with the SAP roadmap, Cloud platforms, integrations, and new features & functionality. Identify trends and opportunities for growth through analysis of complex data sets.
  • Communicate ERP, SAP platform and capabilities and limitations to customers effectively.
  • Proactively analyze data to answer key questions from stakeholders or out of self-initiated curiosity with an eye for what drives business performance, investigating and communicating areas for improvement in efficiency and productivity.


WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

Requirements

EDUCATION

Requires a Bachelor's degree in Computer Science, Management and Information Systems (MIS) or a closely related field.

Advanced certifications and directly applicable work experience beyond nine (9) years may be considered for substitution of degree requirement.

EXPERIENCE

At least eight (8) years of technology experience supporting applications for a department or enterprise IT environment that includes two (2) years supervising a technology team.
