This job involves supporting procurement, contracts, and financial tracking for naval electromagnetic and sensor systems projects, including preparing purchase requests, managing material logistics, and generating reports for various teams.

Full Job Description

You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Electromagnetic and Sensor Systems Department of NAVSURFWARCENDLD.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS 09/10 equivalency), in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Applying analytical and evaluative techniques to coordinate procurement and contract projects.

  • You will serve as a member of the B30 Business Office Team, working across multiple B30 efforts and with multiple sponsor Commands, providing support for small and large scale acquisition, material tracking, and logistics-related efforts.
  • You will support working capital fund acquisition requirements across Division in procurement activities to include but not limited to, all micro-purchases done with the Government purchase card, MILSTRIP, all contract package review/preparation.
  • You will support working capital fund acquisition requirements across procurement activities to include but not limited to, Simple Acquisition Program (SAP) purchases and Purchase Card requests, and track incoming/outgoing material movements.
  • You will generate quotations, cost estimates, and statements of work (SOW) in support of Division projects.
  • You will assist with financial tracking of purchase commitments, obligations and expenses through the procurement and financial systems (Integrated Budget Planning and Execution System (IBPES), WAWF and ERP.
  • You will provide summary reports on procurement requests status on a regular basis as determined by the Branch Head and Division Business Office.
  • You will collaborate and partner with the Division and Department Procurement leads and other procurement POCs to help develop and streamline standard best practices.
  • You will engage with Branch, Division, Department, and NSWCDD stakeholders/Gov't Technical Points of Contact, as required, to help communicate and coordinate their requirements and to advise them in the development of their procurement packages.
  • You will participate in WAWF reviews and reconciliation of contractor invoices for payment of contracts alongside Division COR.
  • You will interface with the ALO / Contracts Department as well as the Property Management Division/Code 107 in support of Division as needed.
  • You will input and track funding PRs in IBPES, ERP, and monitor through contract award.
  • You will strategize and prepare sound business recommendations through research, evaluation, and analysis of data across a team of project managers, task managers, sponsors and other employees.
  • You will perform financial tracking as required, tracking obligations and expenses through the procurement and financial systems (Integrated Budget Planning and Execution System (IBPES), WAWF and ERP.
  • You will provide summary reports on procurement requests status on a regular basis as determined by the Branch Head and Division Business Office.
