Full Job Description

You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Maritime Electromagnetic Warfare Systems Division (WXM), Electromagnetic Spectrum Department (WX) of NAVAL SURFACE WARFARE CENTER.

This position is part of the Warfare Centers Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to GS-13 and GS-14.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: providing programmatic and technical guidance, leading development, implementation and sustainment of strategies or policies to assess and resolve operational issues and improve business operations (e.g.

human capital, facilities, technical capabilities) for an organization.

  • You will serve as Deputy Division Manager to oversee daily operation of projects within the Division.
  • You will lead development, implementation, and sustainment of the Division's strategies and policy (e.g. human capital, facilities, technical capabilities) into division initiatives, planning and process.
  • You will provide oversight on division's key functions via execution reviews, business tools and metrics for cost, quality, risk management, and schedule monitoring.
  • You will provide leadership to supervisors and staff, approve leave and travel orders, recommend awards, resolve informal employee complaints, address personal issues.
  • You will work with branch managers and key staff to address operational issues within the division and put corrective actions and processes into place for resolution.
  • You will oversee division quality management system and continuous improvement program.
