Job Description

Summary

This job involves leading the administrative side of a team that helps reduce repeat offenses through assessments, evaluations, and support services for people under supervision in Washington, DC.

The role covers managing daily operations, budgets, contracts, and projects to keep everything running smoothly and in line with goals.

Full Job Description

This position is located in the Office of Behavioral Interventions (OBI) within CSOSA.

OBI oversees a complex array of evidence-based assessments, evaluations, and cognitive behavior interventions, as well as innovative practices, and case management services that collectively are designed to mitigate recidivism risk factors, quickly match offenders to appropriate services, and sustain positive change throughout the offender's supervision lifecycle and continuum of care.

To minimally qualify for this position, you must meet the following requirements: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13 or equivalent in other pay scales) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized Experience is defined as serving as an Administrative Officer (or similar position) for an agency, organization, or business that includes all the following duties and responsibilities defined below: 1.

Office Administration and Management Managing the day-to-day operations of an organization or business, that include administrative and clerical functions, financial planning and management, human resources management, records management, supplies, ensuring compliance with organizational policies and procedures, and facilities management.

Developing, supervising, and periodically reviewing and modifying office procedures and schedules as necessary. 2.

Financial Management and Resource Management Provides oversight and financial management of the operating program budget of an agency, organization, or department within a large organization.

Prepares and submits budget justification to higher-level approving authority. Oversees procurement and contracting financial (budget) allocations. Preparing financial reports.

Manages the resources of an organization, agency, or large department. 3.

Contracting and Procurement Must possess a FAC-COR Level III or higher certification (a copy of this certification must be submitted with your application).

Serves as a Contracting Officer Representative (COR) Level III or higher overseeing and managing assigned complex contracts.

Provides oversight of an organization, agency, or department's procurement activities and actions, and contracted services. 4.

Program/Project Management Demonstrative knowledge and experience using the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

Simultaneously managing multiple program-related projects. Overseeing a group of individual projects that are interconnected and align with company-wide goals and objectives.

Program Management which includes monitoring, evaluating, and measuring the performance of an organization or agency's programs to ensure expected outcomes are achieved. 5.

Supervisory Experience (this experience is a plus, but not a requirement) Having served as a supervisor over several subordinate employees operating in a capacity to delegate authority, initiating various personnel actions (i.e.

promotions, disciplinary actions), performance evaluations, training, and the staffing of personnel.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Supervisory and Organizational Leadership Provides administrative, financial, and technical supervision to staff (GS-13 and below); establishes performance expectations; evaluates work; resolves complaints; develops work improvement plans; ensures training and compliance with safety and EEO requirements; and furthers nondiscriminatory employment practices and full utilization of employee skills.

Administrative, Program, and Policy Management Serves as the principal advisor on all administrative management matters; develops and implements administrative policies; provides guidance on organizational, program, financial, and HR issues; analyzes and resolves complex organizational problems; oversees records management; identifies and implements efficiency improvements; tracks legislation affecting OBI programs; conducts special projects and studies; manages property, space, and administrative services; and provides expert advice on long-range planning, policy formulation, and program requirements.

Procurement, Contract, Budget, and Financial Oversight Serves as COR Level III for complex contracts; develops Statements of Work; monitors contractor performance; ensures compliance with procurement regulations; oversees all OBI procurement actions; reviews and certifies invoices; resolves procurement issues; and manages budget formulation, justification, and execution.

Provides financial oversight, coordinates with the Office of Financial Management, monitors obligations, prepares financial reports, and develops long-range project plans to ensure efficient utilization of resources.
