The Southern Arizona VA Health Care System is currently recruiting for one (1) Administrative Officer (Supervisory) to work in the Surgery Department at Tucson, Arizona.
The incumbent performs essential programmatic and administrative functions including fiscal, personnel, supply, space, performance improvement, data management, contracting and timekeeping.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/20/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Oversight of daily operations, administrative management, personnel management, supply management, budget management, and human resource management.
Liaison with the Medical Center Administration to resolve patient complaints or difficulties with other services. OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have a Ph.

Major Duties:
Will complete data collection, collation, interpretation and reports, data management will be used in the analysis of work duties and distribution, staff levels, performance measures and other parameters to facilitate management decisions.
The incumbent will utilize expert knowledge of healthcare and resource management for the planning, evaluation, and organizational delivery of services, outcomes and products.
Duties include but are not limited to the following: Plan and conduct a variety of broad and complex analytical and evaluative studies of a wide range of medical facility health care delivery services such as organizational structures and management systems for the administrative services in the health care delivery system; human resources, space, equipment and financial resources; medical records administration; and medical facility housekeeping.
Analyze, direct and make recommendations for the personnel management program. Provide for the overall administrative management and day-to-day operational oversight.
Administer space and equipment programs. Serve as a key figure in manpower utilization, assuring recruitment and retention within the approved ceilings are maintained.
Coordinate and assist in projecting staffing needs, writing and revising position descriptions, developing job analyses, processing training requests and purchases, and drafting disciplinary and adverse actions.
Develop operational goals and objectives for Surgical Service and translate these into specific actions and policies.
Primary participant in the development and implementation of both long and short-term policies, planning in terms of integration of support services.
Ensure that policies, procedures and guidelines are compliant with The Joint Commission (TJC), Commission Accreditation Rehabilitation Facility (CARF), Long Term Care Institute (LTCI), Office of Inspector General (OIG) and other accrediting and regulatory agencies.
Approve time, overtime and compensatory time for staff. Coordinates development of staff for career progression.
Collaborate with Human Resources and Resource Management workgroup in accordance with policy to ensure the organizational chart contains minimal vacancies.
Monitor personnel actions and documentation relating to recruitment, position management, position classification, actions related to discipline, awards, and promotions, Time and Leave, Delegation of Authority forms, Labor Mapping, WebHR / MSS, and others.
Initiates resolution of program problems, complaints, and grievances.
Provide the budgeting and financial management for the service by assisting in the planning for the budget functions of the service.
Prepare funding and staffing requests for the service including new equipment request and annual requirements inventory and review.
Formulate and execute annual budget including travel, supplies, equipment and all other general operating expenses. Provide direct supervision for assigned employees.
Contributes to all administrative and managerial activities within the Surgery service.
Perform budget administration functions (reviews, edits, and approves requests from supervisors for expenditures for submission to vendors and Network Logistics Office) for compliance with VA regulations and standard operating procedures.
