Full Job Description

This position is located at the Tucson, Arizona main campus VA Medical Center in the Nutrition and Food Service (N&FS) department.

The primary purpose of this position is to serve as the Administrative Officer (AO) for N&FS and is responsible for providing direction and oversight of administrative and management functions to include: timekeeping, human resources, budget, contracting, and a variety of related administrative aspects under the Chief.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/24/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

In addition to meeting Time-In-Grade requirement, you may qualify based on your experience and/or education as described below: To qualify for this position at the GS-07 level, you must meet one of the following: Specialized Experience: You must have at least (1) full year of specialized experience equivalent to the GS-05 grade level in federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position.

Specialized experience includes: Compiling information and preparing administrative reports for briefings; maintaining and updating databases and shared computer drives; providing advice and assistance to managers and staff concerning agency personnel processes and procedures; experience using office automation programs such as work processing spreadsheet, graphics, and desktop publishing; and coordinating with management to control purchasing and use of supplies.

NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

~OR~ Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed one (1) full year of graduate education.

To qualify for SAA, applicants must have completed the following: Rank in the upper one-third of your class in the college, university or major subdivision.

A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.

A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.

To qualify for this position at the GS-09 level, you must meet one of the following: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to the GS-07 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of an Administrative Officer position.

Specialized experience includes: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc); accurately preparing timecards for submission and processing; managing and balancing financial aspects of general fund control points and purchase procedures; and performing various human resources/personnel management duties related to recruitment, disciplinary actions, and/or awards.

NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

To qualify based on education for this grade level you must have masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.

Combinations of successfully completed graduate level education (beyond the first year or 18 semester hours) and specialized experience, as described above, to meet the total requirements.

The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.

The Full Performance level for this position is a GS-09 grade level.

Preferred Experience: Experience with Microsoft Office Applications, budgeting and financial management, and procurement of supplies and equipment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work is primarily sedentary and is usually accomplished while the incumbent is comfortably seated at a desk or table.

Some physical demands such as standing, walking, bending and lifting (up to 40 pounds) is required.

Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.

Major Duties:

Duties may include but are not limited to the following: Oversees and facilitates the administrative management for Nutrition & Food Service.

Independently develops, plans, issues and implements procedures to comply with directives concerning administrative matters.

Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management and data management within the division.

Participates in regular meetings with leadership and other senior members to address administrative management issues, resolve problems and provide recommendations for correcting or improving processes and programs.

Compiles information prepares administrative reports for management briefing and sharing with workgroups. Serves as the department Automated Data Processing Application Coordinator (ADPAC).

Manages, monitors, coordinates and provides regulatory guidance on all personnel actions, organizational structures and position management for the Service.

Reviews, interprets and provides recommendations for the revision of regulatory guidelines, policies and standing operating procedures pertinent to personnel administration and all Service operations.

Participates in the planning for budgeting needs and financial management for Nutrition & Food Service Attends budget calls, reviewing guidelines and instructions in order to brief managers of schedules and data requirements.

Coordinate with Assistant Chief, N&FS/Food Production Manager to control purchasing and use of supplies.

Reviews office needs in order to plan and develop budget data and justification for review and approval. Performs other related duties as assigned.

Work Schedule: Full time, Monday - Friday, 8:00 AM to 4:30 PM Compressed/Flexible: This is not authorized a compressed/flexible schedule.

Telework: This position is authorized for an Ad-Hoc telework schedule. This is determined by the Service Manager. Virtual: This is not a virtual position.
