This position serves as the Administrative Officer for the Geriatric VA Careline (GEC) at the VA Western New York Healthcare System (VAWNYHS), in Buffalo, NY.
The Administrative Officer ensures that all GEC sections are adhering to sound business practices and operating with optimum efficiency.
Quals: TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of the Administrative Officer position, and that is typically in or related to the work of this position.
Specialized experience includes developing, promoting projects and managing business objectives; performing all administrative activities including human resources actions and reports management; and preparing and maintaining a variety of budget analyses.

or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

Major Duties:
***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties may include, but are not limited to the following: Provides structure and leadership for studies and special projects by enforcing uniform planning, tracking and reporting, and bridging the gap between staff and executive decision makers.
Monitors priorities and resource allocation, and the development and oversight of projects with expected business results.
Functions primarily by identifying and correcting problem areas using innovative solutions that eventually transform the operations of the service/division incumbent assigned.
Serves as a principal advisor to the manager on all administrative matters associated with programs and operations in the GEC Careline.
Advises and recommends to the GEC Careline Manager possible courses of action pertaining to administrative issues.
Coordinates personnel action, maintains personnel-related records such part folders, physicians, performance ratings, position descriptions, awards, etc.
Develops, prepares, and maintains a variety of budget analyses to ensure awareness of budgetary resources for distribution or redistribution.
Creates business plans to support resources need or adjustments.
Compiles and maintains statistics, performs data analysis, and prepares statistical reports for areas such as cost benefit analyses, workloads, patient care referral program, personnel utilization, work schedules, overtime and leave usage.
Leads procurement and contracting administrative functions for the GEC Careline.
Participates in procurement and contracting for complex procurements within the sections such as scarce medical services/supply needs and locum tenens. Performs other related duties as assigned.
