This position is located in the Dental Service at the VA Texas Valley Coastal Bend Health Care System (VATVCBHCS) and functions under the supervision of the Service Chief of the Dental Service.
The primary purpose of the position is to provide administrative leadership, clerical direction, strategic planning, and coordination of operations in the Dental Service.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/11/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Proficient in use of Microsoft Office products; Experience in program or service line management; Experience in preparing reports for leadership review (for example, meeting minutes or program/service summaries); written and oral communication sufficient to prepare and present findings and recommendations, implementing specific actions regarding controversial issues, or new ideas and concepts; Must have knowledge and skills to plan, organize, and conduct meetings regarding multiple management issues with various levels of employees within and outside the VA system; Must have ability to establish and maintain effective relationships with and gain the cooperation of supervisors, managers, and co-workers on complex or controversial issues; Must have skill and ability to interact with others and to deal with difficult situations in a manner that reflects positively upon the VA; Skill in tactfully persuading others to accept new approaches and ideas is an essential trait; Must be able to interact both up and down the chain of authority; and Must have comprehensive knowledge of investigative techniques and organizational skills to correlate and analyze regulations, narratives, and statistical materials, to address complex management issues.
Experience in a dental practice is preferred. OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.
or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have an combination of specialized experience and education beyond graduate education in excess of the amount required for the next lower grade level.

Major Duties:
The VATVCBHCS is an affiliated, health care delivery system, comprised of a large 3-story complex Health Care Center at Harlingen, the Corpus Christi Specialty Center, and four satellite outpatient clinics, geographically dispersed in Laredo, Corpus Christi, McAllen, and Harlingen.
Dental Services are provided at the Corpus Christi Specialty Center and the Harlingen Outpatient Clinic (HOPC).
This position is administratively responsible for over 10 professional and non-professional employees in Dental Service.
The position is administratively responsible for a service over 3,600 unique patients eligible for dental care, including the budget and coordination for Dental patients sent out on Non-VA Care.
The incumbent serves as the Contracting Officer's Representative (COR) for the service.
The incumbent manages all administrative functions and collaborates with the Chief of Dental Service in providing day-to-day direction and oversight of clinic operations.
The incumbent reports to and is directly supervised by the Chief of VATVCBHCS Dental Service, who functions as chief clinician within the Dental Clinic.
Extensive knowledge of the Dental Directive/Handbook, VA policies, and VA regulations is required along with knowledge of the local policies pertaining to personnel, manpower, budget, travel, procurement, and contracts.
