Summary

This job involves managing administrative tasks to support the chief nurses in a veterans' health system, including securing resources, negotiating services, and handling budgets for patient care operations.

Full Job Description

The incumbent is responsible for administrative management work primarily concerned with providing, securing and negotiating for the resources or services needed to manage and support both the inpatient and outpatient Chief Nurses of PCS within the health system.

The position is a direct report to the Associate Director for Patient Care Services (ADPCS) but supports the Chief Nurses of the service to accomplish the mission, vision and goals of the organization.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/02/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: To qualify for the GS-9, applicants must meet the following criteria Specialized Experience: To be creditable, specialized experience must have been equivalent to at least the next lower grade level, GS-07 in the normal line of progression for the occupation in the organization.

This is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Examples of specialized experience for GS09 include the same specialized experiences for the Full-Performance Level GS11 but would have been completed under closer supervision and with less subject matter mastery.

Examples include but are not limited to: Ability to apply analytical and evaluative methods and techniques to issues or functions related to office administration; knowledge of pertinent laws, regulations, policies and precedents which affect administrative operations; a knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; a knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; skill in conducting detailed analyses of complex functions and work processes; and interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations.

Knowledge of and skill in applying special budgetary principles and practices peculiar to the Department of Veterans Affairs, and particularly PCS.

Knowledge of budget formulation in order to review budget target allowances from VISN at the local level, and to adjust the budget to conform to the overall needs of the program OR, Education: Applicants may substitute a master's or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree or LL.B.

J.D., if related; OR, Combination of Specialized Experience and Education: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements.

This is determined by computing total qualifying experience as a percentage of the experience required for the grade level, then computing the education percentage for the grade level; these percentages added, must equal 100 percent.

For GS09, graduate education must be in excess of 1 full year graduate level education.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related; OR, Combination of Specialized Experience and Education: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements.

This is determined by computing total qualifying experience as a percentage of the experience required for the grade level, then computing the education percentage for the grade level; these percentages added, must equal 100 percent.

Only graduate education in excess of the amount required for the next lower grade level (GS-9) may be used to qualify applicants for positions; for GS-11 applicant's first 2 years of graduate study are not qualifying.

You will be rated on the following Competencies for this position: Administration and Management Budget Administration Customer Service Organizational Stewardship Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work requires walking, climbing stairs, bending, reaching, pushing and pulling. Requires keyboarding and keen visual acuity.

Major Duties:

Major duties include but not limited to: Supporting the Chief Nurses and their subordinate nurse managers in accomplishing projects through his/her knowledge of and skills in dealing with organization, methods, funds, people, equipment, and other tools or resources of management.

Preparing regular reports through the management information system, such as Extended Leave Reports, Sick Leave Certification Reports, and Workman's Compensation Reports and contributes to Monthly, Quarterly and Annual Reporting requirements as needed to support quality, fiscal and human resource accountability.

Monitoring equipment process and reports monthly to Chief Nurses regarding equipment budget, equipment needs and plans to address same.

Consistently communicates and treats customers (Veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner.

Serves as the Customer Service Liaison and is responsible for interviewing patients and/or family members and employees regarding complaints and concerns about Patient Care Service and formulates an appropriate response to resolve the situation.

Keep the Chiefs of Nursing apprised of situations that warrant intervention and proposes alternatives for the Chiefs' of Nursing to resolve these complaints or concerns.

Plans and conducts surveys and makes analysis of operations within the Service for evaluating the administrative methods, procedures, work flow, personnel utilizations, etc.

Responsible for planning and organizing, estimating costs, coordinating with staff and line management personnel, and conducting all phases of a project.

Participates with managers in reviewing office needs, plans, and goals to develop budget data and justification for review and approval.

Manages procurement and contracting for the Inpatient and Outpatient needs for Patient Care Service. Responsible for supporting formulation and execution of the service's administrative policies.

Responsible for adherence to all provisions for the Equal Opportunity Program in accordance with OPM and VA regulations and established Medical Center guidelines.

Coordinates special projects as needed to support patient care outreach, building coalitions in the community and in support of nursing recruitment and retention.

Monitors process through contracting with reports to Chief Nurses and Nurse Managers monthly.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 7:30am - 4:00pm Telework: This position is authorized for Ad-hoc telework.
